TO: Mayor and City Council
FROM: David Rowlands, City Manager
DATE: August 5, 2025
SUBJECT: Adoption of a Resolution Approving a Purchasing Agreement with The ReDesign Group for Refreshing the City’s Hyperconverged Computer Infrastructure
Description:
The City Council will consider approving the award of a Purchasing Agreement to The ReDesign Group.
Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
Adopt a Resolution awarding a Purchasing Agreement to The ReDesign Group for upgrading the City’s hyperconverged computer infrastructure.
BACKGROUND:
The City operates a state-of-the-art data center located within the Police Department on West Betteravia Road. This facility serves as the central hub for the information technology systems utilized b y departmental staff in support of daily operations and services provided to the community. A vital component of the data center’s infrastructure is the hyperconverged infrastructure (HCI), which integrates compute, storage, and networking into a single, software-defined platform designed for efficiency, scalability, and streamlined management.
The current HCI system, deployed in 2019, has reached the end of its industry -standard lifecycle. As systems approach this stage, they increasingly experience hardware failures, reduced availability of software patches, and the cessation of enhancements or upgrades.
These factors pose risks to performance, uptime, and cybersecurity. To mitigate the potential impact of this aging infrastructure, the Information Techno logy Division recommends replacement of the existing system with a modern HCI solution built on contemporary, fully supported technologies.
2 DISCUSSION:
The Information Technology Division conducted a comprehensive, multi -month evaluation of industry-leading hyperconverged infrastructure (HCI) solutions, along with alternative technologies capable of supporting the City's IT workload. The assessment focused on key criteria, including system performance, capacity, implementation complexity, migration feasibility, administrative efficiency, and overall cost-effectiveness.
Following a thorough analysis, the IT team determined that the solution proposed by The ReDesign Group offers the optimal balance of functionality and fiscal responsibility, meeting both the City’s operational requirements and budget constraints.
The recommended system will be procured through a Cooperative Purchasing Agreement in accordance with the City’s Purchasing Policy. The selected vendor is an authorized participant in the National Association of State Procurement Officials (NASPO), a nonprofit organization that supports public procurement professionals across all 50 states. Through NASPO’s ValuePoint program—recognized as one of the nation’s leading cooperative purchasing initiatives—states, municipalities, and other eligible public entities gain access to rigorously vetted, competitively solicited contracts. These contracts leverage the collective purchasing power of participating jurisdictions, resulting in enhanced cost efficiency, streamlined procurement processes, and assurance of compliance with public sector standards.
Alternative(s)
City Council could decide not to award this Purchasing Agreement to The ReDesign Group and direct staff to seek alternative ways to maintain an acceptable information technology service using the existing system.
Fiscal Considerations
The total cost of the proposed project is $1,312,440.31. Funding for this initiative has been allocated in the approved budget for the 2025 –2026 fiscal year and has been accumulated over the past five years through the Business Equipment Replacement Fund. This fund is designed to annually reserve financial resources fo r equipment and systems with a predictable service lifespan, ensuring timely replacement and sustained operational reliability.
Impact to the Community
The completion of this project will benefit the community by providing stable, reliable and easy-to-use information technology used by all departments to provide quality services to the community and its residents.
