COUNCIL AGENDA REPORT
TO: Mayor and City Council
FROM: David W. Rowlands, City Manager
DATE: August 5, 2025
SUBJECT: Adoption of a Resolution Approving an Amendment to the Agreement with CentralSquare Solutions (CentralSquare Technologies, LLC) for Annual Software Support)
Description:
The City Council will consider approving an amendment to the software support agreement with CentralSquare Solutions (CentralSquare Technologies, LLC) (used in the Community Development Department).
Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
1. Adopt a Resolution approving an Amendment to the agreement with CentralSquare Solutions (CentralSquare Technologies, LLC) for annual software support; and
2. Authorize City Manager or designee to execute agreement.
BACKGROUND:
The City utilizes CentralSquare’s cloud -based “Community Development” software platform to support key functions, including planning, permitting, inspections, and citizen engagement. This comprehensive solution streamlines and automates department workflows, enhancing efficiency and service delivery.
DISCUSSION:
Originally implemented in 2021 through collaboration between CentralSquare and City staff, the system has been integral to the City’s community development operations. The existing agreement includes provisions for annual renewal of software subscription and support services. This request seeks authorization to renew those support services, ensuring continued access to the platform, system updates, and technical assistance for City staff.
2 Alternative(s)
City Council could decide not to approve the Amendment which would require city staff to find an alternative method for managing the workload provided by this software.
Fiscal Considerations
The cost of the annual support for the Community Development system for the current year is $93,825.02. Funding for this fiscal year has been allocated in the approved budget for 2025 –2026. Funding for future years will be requested during subsequent budget cycles.
Impact to the Community
The continuation of this software support will allow residents, developers, and staff to continue to streamline permit processing, inspections, and other activities using modern cloud-based, automated technology.
