SUBJECT: Bond Release for Betteravia Plaza, Tract 6008
Description:
The City Council will consider a uthorizing the release of all bonds held for Betteravia Plaza, Tract 6008.
Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
City Council to approve the release of all bonds in connection with Betteravia Plaza, Tract 6008.
BACKGROUND:
The Final Map and Subdivision Agreement for Tract 6008 were approved by the City Council on October 15, 2019. Subsequent Council actions on October 1, 2024, and June 24, 2025, authorized the phased release of specific bonds with stipulated future release dates.
DISCUSSION:
Staff requests City Council approval to waive the previously established date stipulations and authorize the full release of the following bonds at this time:
Monumentation Bond [#30051909] - $20,000.00
Faithful Performance – Street Trees [#30051908] - $96,250.00 Public Improvements:
Guarantee & Defective Material Bond [#30051905-C] - $360,222.61 Labor & Materials Bond [#30051906-E] - $598,120.00
Landscaping & Irrigation
Guarantee & Defective Material Bond [#30051906-F] - $119,624.00 Multi-Purpose Trail and Boundary Walls
Guarantee & Defective Material Bond [#30051907-J] - $33,277.00

City Council may choose to release only the completed and verified improvements at this time, in accordance with original date stipulations, and defer release of remaining bonds until the specified future dates or upon further confirmation of satisfactory completion by City staff.
