Description:

The City Council will consider approving the award of a Professional Services Agreement to Filippin Engineering, Inc. for Resident Engineer , Construction Management , and Inspection Services associated with the Santa Maria Sports Complex project. The Sports Complex project requires technical assistance related to construction management and inspection services.

Environmental Notice: The activity is not a “Project” as defin ed under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

With respect to the Sports Complex project, a Final Supplemental Environmental Impact Report (SCH 1994107909) was prepared in connection with the Blosser -Southeast Specific Plan Amendment

RECOMMENDATION:

1. Adopt a Resolution awarding a Professional Services Agreement to Filippin Engineering, Inc. for Resident Engineer, Construction Management , Inspection Services for the Santa Maria Sports Complex in the amount of $1,425,638.60; and

2. Authorize City Manager or designee to execute agreement.

BACKGROUND:

The City of Santa Maria owns, operates, and maintains mun icipal infrastructure, structures, and facilities throughout the city. The Santa Maria Sports Complex Project (PW 2024-11) was awarded to Specialty Construction, Inc. on November 19, 2024, with construction commencing in spring 2025. Due to the scale and complexity of this project, which includes extensive grading, utility work, athletic field construction, and supporting facilities, specialized construction management and inspection services are required to ensure quality control, adherence to contract documents, and compliance with regulatory requirements.

2 While the City employs Civil Engineers on staff, the magnitude and technical demands of the Sports Complex exceed the normal workload capacity of existing staff. Therefore, the City must retain outside consultants with the necessary expertise to supplement staff resources. Awarding a Professional Services Agreement to Filippin Engineering, Inc. will provide dedicated construction management and inspection support, ensuring that the project proceeds efficiently, remains in compliance with all applicable standards, and is delivered in a timely manner.

DISCUSSION:

To initiate construction management and inspection support f or the Sports Complex Project (PW 2024 -11), the Public Works Department released a R equest for Proposals (RFP) on January 7, 2025, for Resident Engineer and Construction Management Services. The RFP was publicly advertised through PlanetBids in accordance with the City’s procurement procedures. Proposals were due on February 4, 2025, and evaluated by a selection committee in accordance with the criteria outlined in the RFP, including:

• Understanding of work involved;
• Organization and approach;
• Quality and experience of proposed staff; and
• Firm qualifications and references.

Based on this evaluation process, Filippin Engineering , Inc. was determined to be the most qualified firm to provide the required services. Staff subsequently negotiated a Professional Services Agreement with Filippin Engineering , Inc. for construction management and inspection services to supplement City staff and ensure timely and compliant delivery of the project.

Alternative(s)
City Council may choose not to award the Professional Services Agreement.

Environmental Review
As required by the California Environmental Quality Act, a Notice of Determination (NOD) was prepared and filed in connection with the Blosser -Southeast Specific Plan Amendment (SCH 1994107909), Santa Maria, California. In addition, the original NOD was filed with the Department of Fish and Wildlife payment.

Fiscal Considerations
Filippin Engineering, Inc. has provided a proposal with a cost estimate of $1,425,638.60 to perform Resident Engineer and Construction Management Services for the Sports Complex Project. The consultant contract will be with the City and managed by the Public Works Department. To ensure timely delivery and proper oversight of this high -priority project, staff is requesting that funds in the amount of $1,425,638.60 to be allocated and appropriated from the appropriate project accounts to support the professional services agreement with Filippin Engineering, Inc.

3 Impact on the Community
The community will benefit from the new sports complex which includes four multipurpose playing fields, spor ts lighting, restroom buildings, and integrated space for community events.
