COUNCIL AGENDA REPORT

TO: Mayor and City Council

FROM: Brett Fulgoni, Director of Public Works

DATE: September 16, 2025

SUBJECT: Adoption of a Resolution Approving Final Map and Subdivision Improvement Agreement for Bellecrest Residences, Tract 6040

Description:

The City Council will consider adopting a Resolution approving the recordation of the Final Map and Subdivision Improvement Agreement for the Bellecrest Residences, Tract 6040.

Environmental Notice: The Project was adequately covered through the preparation of an Initial Study/Mitigated Negative Declaration (SCH #2024090050); document pursuant to California Environmental Quality Act State Guidelines Section 15162.

RECOMMENDATION:

1. Adopt a Resolution approving the Subdivision Improvement Agreement and the recordation of the Final Map for Bellecrest Residences, Tract 6040.

BACKGROUND:

The tentative map for Bellecrest Residences, Tract 6040 subdivision, was approved by the Planning Commission on November 6, 2024. The 14.43-acre project site consists of two parcels located east of Suey Road, near the City’s easterly limits.

The subdivision will create 146 lots for the development of 142 age -restricted senior residential units, along with four common l ots for landscaping and a clubhouse with amenities.

DISCUSSION:

The Bellecrest Residences Final Map has been reviewed and approved by the City Engineer and the Community Development Director. The Subdivision Improvement Agreement, prepared with input from the Community Development and Recreation & Parks Department, has been approved by the Public Works Department. The Agreement requires the developer to provide an additional cash surety to ensure timely completion of approvable Public Improvement Plans, as certain comments remain outstanding and could not be resolved prior to this Co uncil Meeting. The City Clerk’s office has received the properly executed Subdivision Improvement Agreement with the associated sureties.

2 Alternative(s)
If the agreement and/or final map is unacceptable, the City Council may recommend corrections, direct the City Attorney and/or City Engineer to revise the documents, and defer approval until acceptable versions are resubmitted.

The City Council shall deny approval of a Final Map upon making a finding that it does not comply with the requirements of Section 11-3.03(f) of the Santa Maria Municipal Code or fails to substantially meet the requirements or conditions applicable at the time of tentative map approval. Any disapproval shall include findings identifying unmet requirements or conditions.

Where a failure to meet any requirement or condition is the result of a technical or inadvertent error that does not materially affect the validity of the map, the City Council may approve the map.

Fiscal Considerations
The City shall be reimbursed for al l plan checking and administrative costs associated with this Final Map and Subdivision Improvement Agreement. Bonds have been received for the construction of all public improvements and to guarantee those improvements for one year after completion.

Impact on the Community
Potential impacts from this project were addressed through the environmental and planning review processes. The General Plan Land Use and Zone Amendment, Tentative Tract Map, and Planned Development Permit were reviewed and approved by the Planning Commission following public hearings where community concerns were considered. The developer incorporated modifications to minimize impacts. The project will provide senior housing, contributing to community housing needs.
