TO: Mayor and City Council
FROM: Christopher Williams, Chief of Police
DATE: September 16, 2025
SUBJECT: Adoption of a Resolution Approving an Agreement with the City of Guadalupe for the Provision of Emergency Dispatch, Radio, and IT Services
Description:
The City Council will consider adoption of a Resolution approving the continuation of emergency dispatch, radio, and IT services for the City of Guadalupe.
Environmental Notice: This activity is not a "Project" as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
1. Adopt a Resolu tion approving an Agreement with the City of Guadalupe for the provision of emergency dispatch, radio, and IT services; and
2. Authorize City Manager, or designee, to execute agreement.
BACKGROUND:
The City of Santa Maria entered into an agreement with the City of Guadalupe on August 18, 2018, to provide law enforcement and fire radio dispatch, 9 -1-1 answering services through the City’s Police Department’s Dispatch Center, and IT support (including the use of radio equipment). The annual fee for these s ervices was $58,791. The term of the agreement was for seven years and expired on August 18, 2025.
The City of Guadalupe wishes to continue to utilize the services of the City of Santa Maria.
Representatives from both cities met and came up with an equit able billing system that will continue to provide exceptional service to the residents of Guadalupe, while covering the costs associated with staffing and equipping for the City of Santa Maria. The proposed term agreement is for three years beginning on Se ptember 1, 2025 (or when the agreement is signed) and will be extended automatically for one-year periods thereafter, until terminated by either the City of Santa Maria or the City of Guadalupe.
2 DISCUSSION:
The Cities of Santa Maria and Guadalupe have a history of providing bilateral law enforcement support to each other, and the City of Guadalupe desires to strengthen that collaboration by continuing to use the services provided by the City of Santa Maria.
The operational impact to the City of Santa Maria’s Dispatch Center for providing the requested dispatch services is nominal; however, the positive impact that the Guadalupe residents and first responders will continue to experience from receiving enhanced dispatcher and IT support from the City of Santa Maria are immeasurable. The use of advanced communications systems reduces response times, increases officer safety, and enables regional emergency response radio communications interoperability amongst all users.
The Guadalupe City Council approved the proposed agreement on Tuesday, August 12, 2025.
Fiscal Considerations
By entering into this agreement, the City of Guadalupe agrees to pay the City of Santa Maria:
1. Year one (1): $200,000.00
2. Year two (2): $279,826.00
3. Year three (3): $363,642.00
Impact on the Community
Effective and reliable dispatching services are essential to the safety and well-being of a community and its first responders. Today’s emerging technologies are designed to improve response times and enhance officer safety.
The City of Guadalupe desires to continue to leverage the investments made by the City of Santa Maria to afford the use of these technologies to improve their emergency response services to their residents. A safe community is a thriving community.
