COUNCIL AGENDA REPORT

TO: Mayor and City Council

FROM: Brett Fulgoni, Director of Public Works

DATE: September 16, 2025

SUBJECT: Adoption of a Resolution Amending Contract with Move Santa Barbara County

Description:

The City Council will consider adopting a Resolution approving a contract amendment for Pedestrian and Bicycle Safety Professional Services.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act Sta te Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

1. Adopt a Resolution amending the contract with MOVE Santa Barbara County for Pedestrian and Bicycle Safety Professional Services in the amount of $120,065 ; and

2. Authorize City Manager or designee to execute agreement.

BACKGROUND:

In 2023, the City prepared an Office of Traffic Safety (OTS) grant application to provide pedestrian and bicycle safety outreach and education to improve active transportation safety for all users, particularly school -aged children. This includes public outreach, training of trainers at Santa Maria -Bonita School District schools, and providing helmets to children unable to afford them.

The City was awarded the OTS grant in the amount of $120,000. While the City employs transportation professionals, the specialized skills required to train others in teaching school-aged children pedestrian and bicycle safety fall outside existing staff capabilities and workloads. Therefore, outside consultants were necessary.

The Public Works Department issued a request for proposals and selected MOVE Santa Barbara County (MOVE) as the most qualified consultant. On March 19, 2024, City Council awarded the contract to MOVE. MOVE successfully executed all facets of the OTS grant, provided the necessary documentation, and established a strong partnership with the Santa Maria-Bonita School District to promote safe active transportation.

2 DISCUSSION:

In 2025, the City prepared another OTS grant application to expand on the initial grant efforts. The new grant supports enhanced programming, i ncluding mobility surveys, multimedia bicycle education content, helmet purchases, bicycle rodeos, and community outreach. OTS has tentatively awarded these grant funds to the City.

Given MOVE’s successful performance with the prior grant cycle, staff recommends amending the existing contract with MOVE to continue providing pedestrian and bicycle safety education services.

Alternative(s)
City Council may direct staff to conduct another request for proposals to identify a different consultant for these services. If the grant purpose does not align with Council’s desires, Council may direct staff to forfeit the funding.

Fiscal Considerations
The OTS grant will fully fund the contract amendment with MOVE. City staff time to grant administration and reporting is minimal.

Impact on the Community
The grant program aims to reduce pedestrian and bicycle injuries and fatalities while promoting safe transportation practices. As the City expands its active transportation network, continued education and outreach will improve safety outcomes for all users.
