Subsurface Investigation Letter Report, SEMCO Twist Drill and Tool Company, Santa Maria, California dated 1 April 1988 by WESTEC Services, Inc.
CAS - Chemical Abstract Service
ESL - Environmental Screening Level
mg/kg - Milligrams per kilogram
NA - Not Analyzed or Not Available (Historical Data)
NS - No standard
Only detected results were reported for metals data
RL - Reporting Limit
<RL - Not detected
RWQCB - Regional Water Quality Control Board
Soil results were compared to San Francisco Bay RWQCB Leaching to Groundwater ESL, Lower of Drinking and Non-drinking Water Values, Soil Direct Exposure Human Health Risk Levels - Commercial/Industrial and Construction Worker: Any Land Use, Lower of Cancer Risk and Noncancer Hazard Values, and (January 2019) Qualifiers:
J - The analyte was detected above the method detection limit (MDL), but below the RL; therefore, the result is an estimated concentration.
U - The analyte was analyzed for, but was not detected at a level greater than or equal to the RL; the value shown in the table is the RL.
Exceedance Summary:
- Result exceeds Leaching to Groundwater ESL
- Result exceeds Soil Direct Exposure Commercial/Industrial ESL - Result exceeds Soil Direct Exposure Construction Worker: Any Land Use ESL 10 10

CONTINGENCY RETROFIT VAPOR MITIGATION SYSTEM BASIS OF
DESIGN
Attachment B
APPENDIX E
Contingency Retrofit Vapor Mitigation System Basis of Design
On behalf of the County of Santa Barbara, the City of Santa Maria, and the Santa Maria Public Airport District (Agencies), Langan CA, Inc. (Langan) has prepared this Basis of Design for a Contingency Retrofit Vapor Mitigation System (Contingency VMS BOD) for the former SEMCO Twist Drill and Tool Company, Inc., (SEMCO) Site located at 2926, 2936, 2946, 2956, 2976, and 2986 Industrial Parkway in Santa Maria, California (the “Site”). This Contingency VMS BOD is an appendix to the Work Plan for Onsite Soil Vapor Extraction (SVE Work Plan) and the VMS retrofit will be installed concurrently with the SVE system construction. Operation of the VMS is contingent on the soil vapor concentrations following SVE system operation and sampling as set forth in the Settlement Agreement.
This Contingency VMS BOD is intended to provide a conceptual VMS design that will be installed concurrently with the SVE system construction and operated after SVE completion if greater than 1x10-5 human health vapor intrusion risk remains beneath the on-site SEMCO building, as outlined in the Settlement Agreement. The VMS is intended to operate, if needed, in the area beneath the building with greater than 1x10 -5 vapor intrusion risk after SVE operation (target area). The purpose of the contingency VMS is to provide a preferential pathway for vapors that may be present beneath the building in the target area to be readily released to the atmosphere instead of potentially migrating through the foundation slab and into indoor air.
This Contingency VMS BOD provides a VMS schematic depicting the major system components (Figure E1) and is generally guided by the California Department of Toxic Substances Control’s (DTSC) Final Vapor Intrusion Mitigation Advisory, Revision 1, dated October 2011 (DTSC, 2011).
1.0 PASSIVE VAPOR COLLECTION AND VENTING SYSTEM
The contingency VMS is intended to be a passive air inlet and venting system and will consist of a horizontal collection and venting system installed below the building slab t o allow soil vapors that may otherwise collect beneath the slab to instead migrate and vent to the atmosphere outside the building. These features are described in greater detail in the following paragraphs and a conceptual design is shown on Figure E1.
The VMS will be installed in the target area which is below the eastern building slab within the planned SVE operations area where elevated trichloroethene (TCE) concentrations currently exist.
The VMS will consist of two 3-inch diameter perforated schedule 40 polyvinyl chloride (PVC) or high-density polyethylene (HDPE) pipes installed in the two conveyance piping trenches beneath the building that will be constructed as part of the SVE system; approximate locations are shown on Figure E1 . The perforated pi pes are intended to be installed parallel to the solid vapor well lines for the SVE system within the trenches and the two perforated pipes will manifold at a single location outside the building at the riser. The VMS pipes will not connect to the SVE system. The perforated pipe sections will have three 5/8-inch diameter holes across the upper one-third of the pipe at a spacing of three inches on center and periodic 5/8-inch diameter holes on the underside of the pipe to allow potential water from condensation to drain from the pipe.

1.1 Risers and Vent Caps
A single vent riser is proposed for the target area. The riser will be fitted with vent caps (Vacu - Stack® Model VSS or equivalent), which will allow the vapors to be released to the atmosphere at the roof level. Both subsurface perforated pipes will manifold into one riser pipe outside the building.
The riser will be constructed of 3 -inch-diameter ductile iron pipe, cast iron pipe, or galvanized steel pipe and will be labeled “CONTAINS VAPORS; DO NOT BREAK OR CUT”. The top of the riser pipe will extend to an elevation of one foot above the wind screen, roof parapet, or top edge of the roof level, and the top of the riser will be located a minimum of 15 feet away from fresh air intakes for the building’s heating, ventilation, and a ir conditioning (HVAC) system or other openings (windows, doors, etc.). T he riser will be constructed of threaded pipe, or blank pipe connected with chemically resistant no -hub couplings . Although the VMS is intended to be entirely passive the riser could be fitted with a radon fan, if required.
1.2 Perimeter Inlet Vent
If a gravel or high permeability layer is present beneath the building slab, one perimeter inlet vent will be considered as part of the VMS design (Figure E1). The purpose of the perimeter inlet vent is to facilitate convective airflow up the vertical riser pipe of the collection and venting system by allowing fresh air to enter the space beneath the building slab. The inlet vent would be embedded into the gravel layer under the building and daylight at the exterior building face. The inlet vent would be constructed of 3-inch-diameter PVC piping, positioned at least of 36-inches away from operable windows and door jams , and the exterior inlet opening w ould be scre ened to limit intrusive material, as feasible.
2.0 CONSTRUCTION OBSERVATION
Construction observation will be performed during the installation of the SVE system and documented in the SVE Construction Completion Report.
3.0 SUMMARY
This conceptual VMS will be constructed concurrently with the SVE system outlined in the SVE Work Plan and operated after SVE completion if required by detected soil vapor concentrations.
In accordance with the Settlement Agreement requirements, VMS operation is applicable if concentrations of TCE likely remain in the subsurface beneath the SEMCO building above 3,000 µg/m3.
After installation, the VMS shall be owned, operated, and the responsibility of the current owner(s). Maintenance, repairs, and any other operation needs for the VMS shall be the responsibility of the current owner(s).
