A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MARIA, CALIFORNIA
AWARDING A PROFESSIONAL SERVICES AGREEMENT
TO KTUA FOR ON-CALL LANDSCAPE ARCHITECTURE AND
SITE DESIGN SERVICES IN THE AMOUNT OF $300,000
WHEREAS, the need exists for the City to obtain prompt, professional Landscape Architecture and Site Design Services to support municipal improvement projects; and
WHEREAS, on March 13, 2025, the City issued a Request for Proposal (RFP) for on-call Landscape Architecture and Site Design Professional Services for projects within the City. Th e RFP was issued and advertised through the City’s e -Procurement Portal, PlanetBids; and
WHEREAS, on April 10, 2025 , the City re ceived five proposals from firms that perform this work; and,
WHEREAS, staff formed a selection committee to independently review and score each firm’s proposal based on specific criteria in the RFP; and,
WHEREAS, following deliberations, the selection committee determined that KTUA, satisfied the requirements of the RFP and was deemed a qualified firm to provide the needed on-call Landscape Architecture and Site Design Professional Services; and,
WHEREAS, the firm will provide services on an on-call, as-needed, project-specific basis as defined by the City, and all task orders will have a defined scope, schedule, and fee arrangement that will be negotiated based on the hourly rate schedule included in the agreement; and,
WHEREAS, the City of Santa Maria determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CCR, Title 14, Chapter 3 (CEQA Guidelines), Article 20, Section 15378). In addition, CEQA Guidelines Section 15061 includes the general rule that CEQA applies only to activities that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. Any subsequent discretionary projects resulting from this action will be assessed for CEQA applicability.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Santa Maria, California, as follows:

SECTION 1. A Professional Service s Agreement for on-call Landscape Architecture and Site Design is awarded to KTUA, for a term ending June 30, 2026, in an amount not to exceed $300,000; and
SECTION 2. The City Manager, or designee , is authorized to execute the Professional Services Agreement upon receipt of the information required by the RFP; and
SECTION 3. The Chief Deputy City Clerk is hereby authorized to make minor changes herein to address clerical errors, so long as substantial conformance of the intent of this document is maintained. In doing so, the Chief Deputy City Clerk shall consult with the City Manager and City Attorney concerning any changes deemed necessary.
