COUNCIL AGENDA REPORT

TO: Mayor and City Council

FROM: Alex Posada, Director of Recreation and Parks

DATE: October 21, 2025

SUBJECT: Adoption of Resolution Approving Appropriation of Additional Funding and Award of Remaining Bid Alternatives for the Santa Maria S ports Complex Project

Description:

The City Council will consider approving the appropriation of an additional $5,530,000 and the award of remaining bid alternatives for the Santa Maria Sports Complex project using Growth Mitigation Program funds.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

With respect to the Sports Complex project, a Final Supplemental Environmental Impact Report (SCH 1994107909) was prepared in connection with the Blosser-Southeast Specific Plan Amendment.

RECOMMENDATION:

1. Adopt a Resolution approving the appropriation of additional funding in the amount of $5,530,000 for the Santa Maria Sports Complex Project and the award of remaining bid alternatives for the Project; and

2. Authorize the City Manager, or designee, to take all actions necessary to allocate and expend the appropriated funds from designated grant and growth mitigation funds to the project.

BACKGROUND:

On November 19, 2024, the City Council awarded the construction contract for the Santa Maria Sports Complex (PW 2024 -11) to Specialty Construction, Inc. in the amount of $9,894,272 to fund the basic construction of the facility. During the bidding process, contractors were asked to provide their costs to provide bid alternatives for items that the City could consider using the project's contingency funds and additional funds as t hey became available.

2 DISCUSSION:

As of September 2025, the project continues to progress toward completion ; however, several key bid alternatives required to meet the City’s commitments under the State’s Proposition 68 grant and federal grant funding remain unfunded. To complete important site items, such as security lighting, restrooms, a playground, and landscaping, an additional $4,004,000 is needed, specified in Attachment B. Additionally, $1,526,000 is needed to cover the cost of construction management, renovation of the existing water well , and change orders necessitated by the project, bringing the total additional funding needed to $5,530,000.

Alternatives
 Approve the appropriation of funds to ensure the project meets all grant requirements and community expectations.
 Do not approve the appropriation, which would result in the inability to deliver the full grant-committed project scope and could jeopardize grant funding.

Environmental Determination
As required by the California Environmental Quality Act, a Notice of Determination (NOD) was prepared and filed in connection with the Blosser -Southeast Specific Plan Amendment (SCH 1994107909), Santa Maria, California. In addition, the original NOD was filed with the Department of Fish and Wildlife payment.

Fiscal Considerations
The requested $5,530,000 will be funded using Growth Mitigation Program funds.

Impact on the Community
Approval of this funding request will allow the City to deliver the Santa Maria Sports Complex as envisioned, including four multipurpose playing fields, basketball courts, restrooms, playgrounds, trails, landscaping, site lighting, public art, and supporting facilities. The project will provide significant recreational and cultural amenities for the Santa Maria community and meet the requirements of the City’s Prop 68 and federal grant awards.
