2. Authorizing the City Manager or designee to execute the agreement.
BACKGROUND:
The City of Santa Maria is required under the Americans with Disabilities Act (ADA) to identify and remove barriers that limit access to City facilities, parks, sidewalks, and programs. The City’s existing ADA Transition Plan requires updating to reflect current ADA and California Title 24 standards.
A Request for Proposals (RFP) was issued on July 11, 2025, with proposals due on August 14, 2025. The scope of work includes assessments of City-owned facilities, parks, sidewalks, and public rights -of-way; review of policies and procedures; community engagement; and preparation of an updated ADA Transition Plan. The plan will include prioritized recommendations, schedules, and cost estimates for barrier removal. Six qualified firms responded to the RFP.
2 DISCUSSION:
The selected consultant will conduct field evaluations, facilitate community workshops, and prepare a comprehensive ADA Transition Plan Update. Deliverables include ADA Facility and Park Assessment Reports, a Public Rights -of-Way Assessment Report, a Program and Policy Review, and the final Transition Plan in accessible digital and print formats. Optional services may include staff training and the development of an ADA grievance policy.
Selection of the best-qualified firms was made in accordance with the City’s Purchasing Guidelines. A selection committee, consisting of Engineering Division staff, independently evaluated and ranked the proposals. After deliberation, SZS Engineering Access, Inc., was determined to be the most qualified firm to provide the required services.
Alternative(s)
The City Council may approve the award of the contract as recommended. Alternatively, the City Council may reject all proposals and direct staff to reissue the Request for Proposals.
Fiscal Considerations
The project will be funded through the Offic e of the City Manager and Public Works Department’s budget, Measure A account (Alternative Transportation Enhancements).
The Professional Services Agreement will be awarded for a not -to-exceed amount of $599,735. The Measure A account will contribute $249, 735 to this project. Currently $175,000 is included in the City Manager’s FY 2025 -26 budget for this project. The remaining $175,000 is anticipated to come from FY 2025 -26 budget savings. Staff will return to City Council at Quarter 3 if a budget transfer is required for this item.
Impact on the Community
Updating the ADA Self -Evaluation and Transition Plan will improve accessibility to City facilities, parks, sidewalks, and programs, ensuring compliance with federal and state requirements while enhancing inclusivity for residents and visitors with disabilities.
