COUNCIL AGENDA REPORT

TO: Mayor and City Council

FROM: Chuen Wu, Assistant City Manager

DATE: October 21, 2025

SUBJECT: Adoption of a Resolution Approving a Budget Amendment for Public, Education, and Government (PEG) for Several Audiovisual and Production Solutions for Fiscal Year 2025-26

Description:

The City Council will consider adopting a Resolution to increase the budget in the Public, Education, and Government (PEG) division of the City Manager’s Office by $ 100,000 toward several audiovisual and production solutions for fiscal year 2025 -26, replacing obsolete audiovisual system equipment in the tower production room to support.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California E nvironmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

Adopt a Resolution approving a budget amendment for Public, Education, and Government for an audiovisual and production solution project for Fiscal Year 2025-26.

BACKGROUND:

The City of Santa Maria receives specific PEG revenues paid by Comcast Cablevision.

These special revenues are separate from General Fund revenues.

In September 2025, the City’s supplier notified staff that certain products in use have reached obsolescence and replacement parts will no longer be available. Without purchasing an upgrade, the City would be unable to continue said operations.

DISCUSSION:

The project is to replace obsolete audiovisual system equipment in the tower production room to support all three Santa Maria Community Television TV channels and web streaming; purchase one network switch for a connected project at the Public Library’s Shepard Hall; purchase replacement components in a server room, upgraded camera equipment for the city hall council chambers, and; purchase a multi -terabyte server for video editing and storage.

2 This will maintain and enhance public meeting transparency as part of Santa Maria’s Smart City, Safe City strategic plan to improve the quality of life, access, and provide a safe environment for City employees.

The PEG revenues received from Comcast are for capital projects.

Fiscal Considerations
The requested $100,000 is available in the PEG fund balance.

Impact on the Community
The solution will maintain and enhance the City’s three community access TV channels, continue public participation in and transparency of City public meetings, improve the City’s ability to record staff training events, provide PEG members with a studio space, and enable users of Shepard Hall to widely share their meetings and thus expand programming on Santa Maria Community Television.
