TO: Mayor and City Council

FROM: Brett Fulgoni, Director of Public Works

DATE: October 21, 2025

SUBJECT: Adoption of a Resolution Approving the Donation of a Surplus Toro Small Ride-On Mower

Description:

The City Council will consider declaring a 2012 Toro GM3280 -D Small Ride-On Mower, Asset ID Number BA-0003052 (F438-12) (serial number 312000153), as surplus property and approving its donation to the Orcutt Youth Softball Association.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

Adopt a Resolution declaring a 2012 Toro GM3280 -D Small Ride -On Mower, Asset ID Number (BA-0003052) (F438-12) (serial number 312000153), as surplus property and approving its donation to the Orcutt Youth Softball Association.

BACKGROUND:

The City of Santa Maria (City) has previously donated surplus property and equipment to agencies, schools, community groups, and non-profit organizations for the benefit of the public. The 2012 Toro GM3280 -D Small Ride-On Mower was decommissioned on June 6, 2023, reaching the end of its useful life. It was replaced with a new 2023 Toro GM3300 Small Ride-On Mower, Asset ID Number (BA-0003345) (F438-23) in June 2023.

DISCUSSION:

Orcutt Youth Softball Association (OYSA) is a 501(c)3 non -profit youth organization administered by volunteers. Its mission is to instill the values of character, integrity, and teamwork while teaching the game of softball. The Toro GM3280-D Small Ride-On Mower will support OYSA by enabling more efficient maintenance of the outfield grass, improving field safety and quality. A well-maintained field can reduce the risk of injuries and improve the overall gameplay experience for the youth players.

Alternative(s)
The alternative would be to not donate the Toro Small Ride -On Mower and instead use City resources to auction it through GovDeals.com.
2 Fiscal Considerations
The surplus value of the Toro GM3280-D Small Ride-On Mower is estimated at $3,000.

Impact on the Community
Donation of the mower will not reduce City service levels. Instead, it will pro vide a community non-profit with the ability to improve recreational facilities, supporting youth sports while serving as an act of goodwill by the city.
