COUNCIL AGENDA REPORT
TO: Mayor and City Council
FROM: Alex Posada, Director of Recreation and Parks
DATE: November 4, 2025
SUBJECT: Follow-up on Recommendation to Name a City Facility for Park Honoring James “Jim” Glines
Description:
The City Council will consider directing staff to name a designated section of South Miller Street between Santa Maria Way and Highway 135 as James “Jim” Glines Way.
BACKGROUND:
The City Council considered a request from the community forwarded through the Recreation and Parks Commission to name a city facility in honor of Jim Glines. After discussion by the City Council at the June 3, 2025, meeting , the request was referred to staff for more information. The following update is provided for City Council consideration.
DISCUSSION:
Staff consulted with Janet Silveria, President of Community Bank of Santa Maria, for her input on what would be a fitting recognition of Jim Glines’ service to the community. In turn, Mrs. Silveria consulted with members of the Glines’ family. While the initial request for a City Park or facility to be named, after this consultation, the request is to “ceremonially” name the section of South Miller Street, between Santa Maria Way and Highway 135, James “Jim” Glines Way. Attached is a map (Attachment A), depicting the area and the draft conceptual sign (Attachment B). This sign would be installed in the median in front of the Santa Maria Way branch of Community Bank of Santa Maria.
Fiscal Considerations
Typical costs for signage and installation are estimated to be approximately $1,000.
Impact on the Community
The ceremonial naming of a City street in Jim Glines' honor commemorates the extensive contributions to the Santa Maria community he provided, and it enha nces our community’s values. In addition, the location, directly in front of the corporate branch of Community Bank of Santa Maria, will provide a fitting memorial of Jim Glines' achievements.
