COUNCIL AGENDA REPORT
TO: Mayor and City Council
FROM: Brett Fulgoni, Director of Public Works
DATE: November 4, 2025
SUBJECT: Adoption of a Resolution Establishing a Proposed No Stopping Zone on Bradley Road at Jones Street Intersection
Description:
The City Council will consider approving the establishment of a No Stopping Zone on the west side of Bradley Road at the northwest corner of the Jones Street intersection to prevent vehicles from parking or stopping within the established bike lane.
Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
Adopt a Resolution establishing a No Stopping Zone on Bradley Road at the northwest corner of the Jones Street intersection.
BACKGROUND:
City staff received a request from a Santa Maria resident, who observed that vehicles frequently park within the Class II bike lane on southbound Bradley Road between Jones Street and the alley located between Jones Street and Boone Street. The resident requested that on-street parking be restricted along this segment to prevent vehicles from obstructing the bicycle lane and to enhance safety for cyclists. A review of collision data from the past fifteen (15) years indicates that two reported collisions involving vehicles and bicycles have occurred at this intersection—one in 2012 and another in 2024.
DISCUSSION:
Per City Council Resolution No. 2061 and CAM 63 -15, a Traffic Committee was formed to “be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right-of-way”. The Traffic Committee has reviewed the request for a no stopping zone and recommends their establishment. The City Council has the authority to locate, establish, or eliminate no stopping zones within the City.
The no stopping zone recommended to be established is described as follows:
2 West side of Bradley Road at the northwest corner of the Jones Street intersection, beginning at the northerly curb return and extending north for approximately one hundred fifty (150) feet.
Alternative(s)
The alternative to the recommended action would be to not approve the establishment of the No Stopping Zone.
Fiscal Considerations
Installation of the No Stopping Zone will require labor and materials to paint the curb red.
Periodic maintenance will be needed as the paint fades over time. Staff estimates the initial installation cost to be approximately $300.
Impact on the Community
Approximately ten on-street parking spaces will be removed to prevent vehicles from encroaching into or obstructin g the established Class II bike lane and to improve safety for cyclists.
