COUNCIL AGENDA REPORT

TO: Mayor and City Council

FROM: Brett Fulgoni, Director of Public Works

DATE: November 4, 2025

SUBJECT: Adoption of a Resolution Establishing a Proposed No Stopping Zone on Meredith Lane

Description:

The City Council will consider approving the establishment of a No Stopping Zone on Meredith Lane near the intersection with Betteravia Road to enhance traffic flow and improve safety for vehicles making right turns onto Betteravia Road.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

Adopt a Resolution establishing a No Stopping Zone on the southeast corner of Betteravia Road and Meredith Lane.

BACKGROUND:

City staff received a request from a Santa Maria resident to install red curb on the southeast corner of Betteravia Road and Meredith Lane. Vehicles currently park too close to the intersection, obstructing the right-turn path onto Betteravia Road and causing traffic to back up on Meredith Lane.

To address these concerns, staff proposes establishing a 60-foot No Stopping Zone along Meredith Lane, which i ncludes the 20 feet already required by California Vehicle Code Section 22500 for intersection daylighting. The proposed restriction would improve visibility and turning movements, ensuring clear access for right -turning vehicles and reducing queueing on Meredith Lane.

DISCUSSION:

Per City Council Resolution No. 2061 and CAM 63 -15, a Traffic Committee was formed to “be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right-of-way”. The Traffic Committee has reviewed the request for a no stopping zone and recommends their establishment. The City Council has the authority to locate, establish, or eliminate no stopping zones within the City. 2 The No Stopping Zone recommended to be established is described as follows:

 Meredith Lane near the intersection with Betteravia Road, beginning at the southerly curb return of the southeast curb ramp and extending south for approximately sixty feet.

Alternative(s)
The alternative to the recommended action would be to not approve the establishment of the No Stopping Zone.

Fiscal Considerations
Installation of the No Stopping Zone will require labor and materials to paint the curb red.

Periodic maintenance will be needed as the paint fades over time. Staff estimates the initial installation cost to be approximately $300.

Impact on the Community
Approximately three on -street parking spaces will be removed to prevent vehicles from obstructing the right-turn path on Meredith Lane onto Betteravia Road.
