SUBJECT: Adoption of a Resolution Establishing Proposed No Stopping Zone s on South Thornburg Street
Description:
The City Council will consider approving the establishment of No Stopping Zones on South Thornburg Street adjacent to the easterly driveway at 1775 South Thornburg Street to improve visibility and prevent potential obstructions to emergency vehicle access.
Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
Adopt a Resolution establishing No Stopping Zones on South Thornburg Street.
BACKGROUND:
City staff received a request from a Santa Maria resident to establish No Stopping Zones on both sides of the Santa Maria Seventh -day Adventist Chu rch’s easterly driveway located at 1775 South Thornburg Street. The resident reported that vehicles frequently park too close to, or partially within, the driveway, creating visibility concerns for drivers exiting the property and potentially obstructing access for emergency vehicles.
DISCUSSION:
Per City Council Resolution No. 2061 and CAM 63 -15, a Traffic Committee was formed to “be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating t o traffic circulation and safety within the public right-of-way”. The Traffic Committee has reviewed the request for No Stopping Zones and recommends their establishment. The City Council has the authority to locate, establish, or eliminate no stopping zones within the City.
2 The No Stopping Zones recommended to be established is described as follows:
1775 South Thornburg Street, beginning at the northerly edge of the eastern driveway continuing north for a length of 20 linear feet. 1775 South Thornburg Street, beginning at the southerly edge of the eastern driveway continuing south for a length of 20 linear feet.
Alternative(s)
The alternative to the recommended action would be to not approve the establishment of the No Stopping Zone.
Fiscal Considerations
Installation of the No Stopping Zones will require labor and materials to paint the curb red.
Periodic maintenance will be n eeded as the paint fades over time. Staff estimates the initial installation cost to be approximately $300.
Impact to the Community
Approximately two parking spaces ( one per segment of red curb) will be removed to prevent vehicles conflicting with large vehicles entering and exiting the facility located at 1775 South Thornburg Street.
