Description:

The City Council will consider adoption of a Resolution approving the award of an Agreement to Insight Public Sector Inc. for replacement of Police Department equipment.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATIONS:

1. Adopt a Resolution approving an Agreement with Insight Public Sector Inc. for the replacement of Mobile Data Computers, Mounting Equipment, Mobile Routers and Radio Antennas in the amount of $831,831.20; and

2. Authorizing the City Manager , or designee , to negotiate and execute the agreement.

BACKGROUND:

The City’s Police Department and City Rangers operate state-of-the art business and communications equipment within their vehicle fleets, including Mobile Data Computers (MDCs), mounting equipment , C radlepoint mobile routers and radio antennas. This equipment enables Police and Ranger employees the ability to work inside their vehicles, operating with secure connectivity via VPN and Verizon’s Public Safety cellular network, into the City’s Motorola PremierOne Computer Aided Dispatch (CAD) and Records Management Systems (RMS) environment for dispatching and documenting calls for service. This business and communications equipment is essential in maintaining Police and Ranger unit connectivity with 911 D ispatch, as well as officer safety , as it provides detailed historical call data to active units and Global Positioning Data (GPS) to the City’s 911 Dispatch Call Center for location tracking.

The current Mobile Data Computers, Mounting Equipment, Cradlep oint Mobile Routers, and Panorama Antennas were deployed in 2019 and have reached the end of their industry-standard lifecycles. As systems approach this stage, they increasingly experience hardware failures, reduced availability of software patches, and the cessation 2 of enhancements or upgrades. Additionally, 4G technology is old and very slow, and with the move to 5G, services will be improved and faster. Furthermore, the current Mobile Data Computers are not eligible for an upgrade to the Windows 11 Oper ating System, thus posing additional risks to performance, uptime , and cybersecurity. To mitigate the potential impacts that this aging business and communications equipment has on 911 Dispatch of Police units, the Information Technology (IT) Division reco mmends the replacement of the existing equipment with upgraded Mobile Data Computers, Mounting Equipment, Cradlepoint Mobile Routers, and Panorama Antennas.

DISCUSSION:

The Information Technology Division conducted comprehensive multi -month equipment testing of three leading manufacturers (GETAC, Panasonic, and Dell) of Mobile Data Computers and three leading manufacturers for mobile in -car rugged routers (Cradlepoint, Digi, and Peplink) , and selected Panasonic and Cradlepoint based on qualitative and quantitative test results collected by officers and IT Analysts in the field.

Four officers and three IT Analysts tested equipment features, in-vehicle ergonomics and safety, reliability, and performance of Mobile Data Computer hardware, Mobile Mount equipment, in -car network routers, and Panorama antennas. Hardware features, reliability, and performance, as well as network and GPS reliability, connectivity and speed were the main deciding factors influencing the IT Division to recommend Panasonic and Cradl epoint to the City Police and Rangers. Both Panasonic and Cradlepoint do not sell their equipment directly, so a public Request for Quote (RFQ) was conducted from October 7 to October 22, 2025. The result was that Insight Public Sector Inc. outbid its next competitor by $77,160.64 and was selected as the winning bid.

The recommended replacement equipment will be procured through an Agreement in accordance with the City’s Purchasing Policy.

Alternative(s)
City Council could decide not to award this Agree ment to Insight Public Sector Inc. and direct staff to seek alternative ways to maintain an acceptable information technology service using the existing system.

Fiscal Considerations
The total cost of the proposed project is $831,831.20. Funding for this initiative has been allocated in the approved budget for the 2025-2026 fiscal year and has been accumulated over the past five years through the Business and Communications Equipment Replacement Funds. These funds are designated to annually reserve financial resources for equipment and systems with a predictable service lifespan, thereby ensuring timely replacement and sustained operational reliability.

3 Impact on the Community
The c ompletion of this project will benefit the community by enhancing the ongoing stability, reliability, and performance of 4G to 5G technology and upgraded operating systems for the Police and Ranger units throughout the territory of the City, thereby ensuring the commitment of public safety to the community and its residents.
