COUNCIL AGENDA REPORT

TO: Mayor and City Council

FROM: Christopher Williams, Chief of Police

DATE: November 18, 2025

SUBJECT: Adoption of a Resolution Awarding a Purchasing Agreement with SOV Security for Police Department CCTV Camera System Replacement

Description:

The City Council will consider approving a purchasing agreement with SOV Security for the replacement of the Police Department’s aging CCTV camera system.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

1. Adopt a Resolution awarding a purchasing agreement to SOV Security for the Police Department CCTV camera system replacement in the amount of $296,969.14; and

2. Authorize the City Manager, or designee, to execute agreement.

BACKGROUND:

The Police Department’s current CCTV camera system was installed on June 30, 2020, with a useful life of approximately five years. The system, built on IndigoVision hardware, is now failing, with cameras losing functionality and many units improperly placed for effective monitoring. The existing IndigoVision system has reached the end of its useful life, causing frequent outages and security concerns.

This has led to higher maintenance costs and various operational challenges. Notably, the existing cameras are identif ied as low-grade imports presenting cybersecurity risks.

SOV Security, following competitive review, has proposed a comprehensive upgrade using advanced Avigilon camera hardware and secure communication components.

DISCUSSION:

The replacement of the Police Department’s CCTV camera system is essential due to the current IndigoVision system reaching the end of its useful life, which has resulted in frequent hardware failures and limited software support. Many cameras are outdated, improperly positioned, and pose security risks as they are low-grade imported units. This failing system has also increased maintenance costs. The new system proposed by SOV Security includes modern Avigilon cameras and secure communication hardware, which 2 will provide r eliability, better image quality, and improved coverage. The advanced analytics capabilities and increased video storage capacity will help with investigative efforts and daily operational efficiency. Overall, the replacement will reduce cybersecurity threats, improve building security, and enhance public trust and accountability, making it a crucial investment for maintaining community safety. This comprehensive solution involves hardware, installation, training, and ongoing support, ensuring the Police Department is equipped with modern, effective surveillance technology for years to come.

The recommended replacement equipment and installation will be procured through a California Multiple Award Schedules (CMAS) procurement program in accordance with the City’s Purchasing Policy.

Alternative(s)
City Council may choose not to proceed with this replacement, which would result in continued operational failures, risk to public safety, increased building security concerns, and additional maintenance expenses.

Fiscal Considerations
The total proposed project cost is $296,969 .14. Funding for this agreement has been allocated in the approved budget for the 2025-2026 fiscal year and has been accumulated over the past five years through the Communications Equipment Replacement Fund. The replacement will eliminate ongoing repair time and expenses associated with the failing IndigoVision CCTV solution and provide modern technology with a five -year expected service life.

Impact on the Community
Upgrading the Police Department’s CCTV system will strengthen security throughout municipal b uildings, increase public accountability, and promote efficient police operations. Enhanced technology will also protect sensitive areas, support safer work environments, and reassure community stakeholders regarding transparency and safety standards.
