A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MARIA, CALIFORNIA
APPROVING AN AGREEMENT WITH SANTA MARIA-BONITA
SCHOOL DISTRICT FOR UTILITY CONNECTION AND SERVICE
OUTSIDE OF CITY BOUNDARIES TO PERMIT CONNECTION
FOR SERVICE OF POTABLE (DOMESTIC) WATER
TO BONITA ELEMENTARY SCHOOL SITE, 2715 WEST MAIN STREET
WHEREAS, Santa Maria -Bonita School District (District) operates Bonita Elementary School located outside of the boundaries of the City of Santa Maria (City) at 2715 West Main Street; and
WHEREAS, Bonita Elementary School utilizes an onsite groundwater well for its potable water supply; and
WHEREAS, the District was cited by Santa Barbara County Environmental Health Services for violations of safe drinking water standards associated with its groundwater well exceeding maximum contaminant levels for nitrate; and
WHEREAS, to mitigate this issue , the District requested to connect to the City’s water system to provide potable water service to Bonita Elementary School; and
WHEREAS, on June 4, 2024, the City Council of the City of Santa Maria adopted Resolution 2024-79 to authorize the Director of Community Development to apply and submit an application to the Santa Barbara Local Agency Formation Commission (“LAFCO”) for an out-of-agency domestic service agreement with the District; and
WHEREAS, on March 6, 2025 , LAFCO approved an out -of-agency service agreement for water service for the District.
NOW, THEREFORE, IT I S HEREBY RESOLVED by the City Council of the City of Santa Maria, California, as follows:
SECTION 1. Approve an agreement for utility connection and service outside of City boundaries with Santa Maria -Bonita School District, incorporated herein by reference, and authorize the City Manager, or designee, to execute the agreement; and
SECTION 2. Authorize the Chief Deputy City Clerk to make minor changes herein to address clerical errors, so long as substantial conformance of the intent of this document is maintained. In doing so, the Chief Deputy City Clerk shall consult with the City Manager and City Attorney concerning any changes deemed necessary.
