1 RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MARIA, CALIFORNIA, AUTHORIZING AN AGREEMENT WITH S.E. CHAMBERS CONSTUCTION, INC. FOR UTILITY LOCATING AND MARKING SERVICES
WHEREAS, the City of Santa Maria (City) owns and operates extensive underground utility infrastructure and is required by California Government Code Section 4216 to locate and mark City-owned utilities prior to excavation; and
WHEREAS, the volume, timing requirements, and technical nature of utility locating services necessitate the use of a qualified outside contractor to ensure public safety, infrastructure protection, and regulatory compliance; and
WHEREAS, the City conducted a c ompetitive Request for Proposals process for Utility Locating and Marking Services and, following evaluation by a selection committee, determined S.E. Chambers Construction, Inc. to be the most qualified proposer; and
WHEREAS, City staff negotiated an agreement with S.E. Chambers Construction, Inc., consisting of a three-year base term with two optional one-year extensions; and
WHEREAS, approval of the agreement will enable the City to continue providing timely and accurate utility locating and marking se rvices in support of public safety and efficient City operations.
NOW, THEREFORE, IT I S HEREBY RESOLVED by the City Council of the City of Santa Maria, California, as follows:
SECTION 1. Authorize and direct the City Manager, or designee, to enter into an agreement with S.E. Chambers Construction, Inc., incorporated herein by reference; and SECTION 2. Authorize and direct the City Manager , or designee, to enter into extensions and modifications consistent with the terms of the agreement, or to cancel the agreement, as determined to be in the best interest of the City of Santa Maria; and SECTION 3. Authorize the Chief Deputy City Clerk to make minor changes herein to address clerical errors, so long as substantial conformance of the intent of this document is maintained. In doing so, the Chief Deputy City Clerk shall consult with the City Manager and City Attorney concerning any changes deemed necessary.
