For the comfort and protection of pedestrians, we prefer a "parkway" of grass, plants, and or trees, between the curb and the sidewalk. Putting the sidewalk directly adjacent to the curb exposes pedestrians to more noise and pollution. It also indicates that this is a place to step into the street and cross or to stop a car to let off passengers. I hope that the city can have a standard that specifies preferencefor a "parkway" sidewalk configuration for all streets especially arterial streets. There are some places that are appropriate to have a sidewalk adjacent to a curb, this does not appear to be one of them. I think a motion to send this back to the planning department might be appropriate.
