COUNCIL AGENDA REPORT

TO: Mayor and City Council

FROM: David W. Rowlands, City Manager

DATE: January 20, 2026

SUBJECT: Adoption of a Resolution Approving the Selection of The Mejorando Group to Provide Strategic Planning and Goal Setting Session Facilitation Services

Description:

The City Council will consider approving a Resolution selecting the Mejorando Group to provide facilitation services.

RECOMMENDATIONS:

1. Adopt a Resolution approving the selection of The Mejorando Group to provide Strategic Planning and Goal Setting Session Facilitation Services; and

2. Authorize the City Manager, or designee, to award, negotiate, and execute an agreement.

BACKGROUND:

Biennially, a City Council session is held where the Council sets goals for the next two years. The information from this session assists City departments in setting their goals for the upcoming biennial budget. To support the discussion, an outside facilitator has previously been hired for this session.

A Request for Proposals was issued on November 18, 2025, with a deadline of December 29, 2025. Proposals were reviewed by a rating group made up of the City Manager, the Mayor, and Councilmember Soto.

DISCUSSION:

Biennial goal setting has proven beneficial to aid staff with preparing department goals for the upcoming budget. With a $25 million dollar strategic deficit, a plan providing direction to the City will prove beneficial as it moves forward.

A rating group convened on January 9, 2026 and chose The Mejorando Group to provide the facilitation services. The Mejorando Group will engage staff and identify resour ce materials, obtain input from the Mayor and Council regarding current goals and develop measurable outcomes , design and facilitate a City Council workshop and prepare a summary report.

2 Alternative(s)
The City Council may approve the award of the contract as recommended. Alternatively, the City Council may reject all proposals and direct st aff to reissue the Request for Proposals.

Fiscal Considerations
The cost of the goal setting session will not exceed $19,700. Funding has been set aside in the General Fund (Mayor and Council’s budget) for this expense.
