COUNCIL AGENDA REPORT
TO: Mayor and City Council
FROM: Dennis Smitherman, Interim Director of Recreation and Parks
DATE: January 20, 2026
SUBJECT: Adoption of a Resolution Approving an Application for the 2025 Whale Tail Grant
Description:
The City Council will consider approving a grant application from the Recreation and Parks Department to the California Coastal Commission.
RECOMMENDATION:
1. Adopt a Resolution approving the submission of an application to the California Coastal Commission for the 2025 Whale Tail Grant funding up to $28,000; and
2. Authorize the City Manager, or designee, to execute all documents necessary to administer the grant.
BACKGROUND:
The California Coastal Commission’s Whale Tail Grants Program provides funding for projects that advance coastal education, stewardship, and equitable public access to California’s coast. As part of the grant requirements, the Commission requires a resolution from the governing body certifying approval of the application and authorizing a representative to enter into a grant agreement.
DISCUSSION:
The Recreation and Parks Department proposes the SMORE Program, designed to serve approximately 150 youth and f amily members through coastal education, stewardship activities, and guided field experiences. The program will be implemented in partnership with Allan Hancock College’s Rec Ready Mentorship Program and will expand equitable access to California’s coast through inclusive, community-based programming.
If awarded, grant funds will be used exclusively for program implementation consistent with Whale Tail Grant guidelines. No matching funds are required. Adoption of the Resolution authorizes staff to submit the application and, if awarded, administer the grant in compliance with all applicable laws.
2 Alternatives
The City Council can choose to:
1. Not adopt the Resolution. This action would result in the City not submitting an application for Whale Tail Grant funding and foregoing up to $28,000 in external funds to support coastal education and stewardship programming.
2. Continue the item to a future meeting. This action would delay submission of the grant application and may jeopardize the City’s eligibility due to grant program timelines.
Fiscal Considerations
There is no fiscal impact to the City’s General Fund. The grant request is for an amount not to exceed $28,000, and program costs will be covered by grant funds, if awarded.
Impact on the Community
Approval of this item will provide meaningful benefits to the Santa Maria community by expanding access to coastal education and stewardship opportunities for local youth and families who may otherwise face barriers to experiencing California’s coast. The proposed SMORE Program emphasizes environmental awareness, civic responsibility, and hands- on learning while fostering partnerships with local educational institutions. By supporting inclusive, community-based programming, the project prom otes environmental literacy, youth development, and long -term stewardship of coastal resources, contributing to broader community well-being and equitable access to public natural assets.
