OF THE CITY OF SANTA MARIA, CALIFORNIA
APPROVING DISPOSAL FEES FOR MARBORG INDUSTRIES
AT THE SANTA MARIA REGIONAL LANDFILL EFFECTIVE
JANUARY 1, 2026, JULY 1, 2026, AND JULY 1, 2027
WHEREAS, MarBorg Industries provides solid waste collection services in the unincorporated areas of northern Santa Barbara County, including Zones 4 and 5, pursuant to a franchise agreement with the County of Santa Barbara that commenced July 1, 2024, and extends through June 30, 2034; and
WHEREAS, under that franchise agreement, MarBorg Industries has designated the Santa Maria Regional Landfill (SMRL) as its preferred disposal facility, and the County has approved SMRL as the designated disposal facility for wa ste collected in Zones 4 and 5; and
WHEREAS, disposal fees at SMRL are established by the City of Santa Maria based on landfill operating costs, capital improvement needs, and long -term financial planning, and the City Council approved an increase in the disposal fee from $100 per ton to $105 per ton effective January 1, 2026; and
WHEREAS, the County’s franchise rate -setting process requires disposal fee information to be provided annually by March for rates effective July 1 of that year, and disposal fee changes occurring after that deadline cannot be fully reflected in franchise customer rates until the following year, creating potential delays in cost recovery and administrative inefficiencies; and
