FROM: Brett Fulgoni, Director of Public Works
DATE: February 17, 2026
SUBJECT: Adoption of a Resolution Approving the Award of a Design -Build Agreement with Structural Preservation System, LLC for the Town Center East Parking Structure Rehabilitation 2025 Project
Description:
The City Council will consider adopting a Resolution to award a Design-Build Agreement to Structural Preservation System, LLC for the Town Center East Parking Structure Rehabilitation 2025 Project.
Environmental Notice: The Project qualifies for a Class 1 Categorical Exemption pursuant to Section 15301 Existi ng facilities (operation, repair, maintenance, leasing, etc.) of the California Environmental Quality Act State Guidelines.
RECOMMENDATION:
1. Adopt a Resolution approving the award of a Design -Build Agreement to Structural Preservation System, LLC for the Town Center East Parking Structure Rehabilitation 2025 Project in the amount of $3,061,980; and
2. Authorize the City Manager , or designee, to execute the agreement and any future amendments related to this agreement up to the contingency amount of $200,000.
BACKGROUND:
The City owns and operates the parking structure located at Town Center East, north of Cook Street and east of Miller Street. The structure is adjacent to and serves the south side of the Town Center Mall. The parking structure was originally constructed in the early 1970’s and is in need of significant rehabilitation.
A Request for Proposals (RFP) was issued on May 3, 2025, through PlanetBids, with proposals due on July 10, 2025. The City selected a fixed -price design -build project delivery method, inst ead of the traditional design -bid-build. Use of the design -build delivery method is expected to expedite project completion, improve budget control, and reduce project risks. The design-build delivery method was approved by the City Attorney Office for this project.
2 The scope of work includes an assessment of the Town Center East Parking Structure, followed by collaboration with City staff to develop a list of work items necessary to maintain the integrity of the structure and extend the lifespan of the structure. Three qualified firms responded to the RFQ&P.
DISCUSSION:
The selected consultant was not the lowest price bidder. Instead, the selection was based on qualifications and overall best fit for the project. After evaluation and deliberation, staff determined that Structural Preservation System, LLC, is the most qualified firm to provide the required services.
Alternative(s)
The City Council may approve the award of the contract as recommended. Alternatively, the City Council may reject the award and direct staff to reissue the Request for Qualifications & Proposals; however, this action would likely delay the project and increase costs.
Fiscal Considerations
This Capital Project totals $3,431,980. The project is a General Fund funded project that includes $2,839,572 approved in FY 2023 -24, $500,000 approved in FY 2024 -25, and $592,408 from legacy structural analysis project savings for a total of $3,4 31,980. Given the nature of this project, staff is requesting authorization to award the contract in the amount of $3,061,980, and to authorize the City Manager or designee to approve future change orders for this agreement up to the contingency amount of $200,000 for this project. A breakdown of total project funding and costs are listed in the table below. No additional funding is being requested for this project.
