COUNCIL AGENDA REPORT

TO: Mayor and City Council

FROM: Brett Fulgoni, Director of Public Works

DATE: February 17, 2026

SUBJECT: Adoption of Resolution Approving a Proposed Establishment of a No Stopping Zone on West Boone Street

Description:

The City Council will consider adopting a Resolution approving the establishment of a No Stopping Zone located at the northwest corner of the Pine Street and Boone Street intersection, extending westerly for 50 feet, to provide adequate Fire Department access to the building located at 529 South Pine Street.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

Adopt a Resolution establishing a No Stopping Zone on West Boone Street.

BACKGROUND:

As part of the Pine at Boone Townhouses development conditions of approval, the developer submitted a request to Traffic Committee to establish a No Stopping zone along the project frontage to accommodate Fire Department access requirements. The proposed No Stopping Zone would begin at the back of curb return of the curb ramp located at the northwest cor ner of the Pine Street and Boone Street intersection and extend westerly for 50 feet. This restriction is necessary to provide adequate Fire Department access to the building located at 529 South Pine Street.

DISCUSSION:

Per City Council Resolution No. 2061 and CAM 63 -15, a Traffic Committee was formed to “be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right-of-way”. The Traffic Committee has reviewed the request for the proposed No Stopping Zone and recommends its establishment. The City Council has the authority to locate, establish, or eliminate No Stopping Zones within the City.

The No Stopping Zone recommended to be established is described as follows:
2  West Boone Street, begin at the back of curb return of the curb ramp located at the northwest corner of the Pine Street and Boone Street intersection and extend westerly for 50 feet

Alternative(s)
The alternative to the recommended action would be to not approve the establishment of the No Stopping Zone.

Fiscal Considerations
The developer will be responsible for installing the No Stopping Zone, and no City funds will be required for labor or materials; however, periodic maintenance will be necessary as the pavement markings fade over time.

Impact on the Community
Approximately two on -street parking spaces will be removed to provide adequate Fire Department access to the building located at 529 South Pine Street.
