COUNCIL AGENDA REPORT
TO: Mayor and City Council
FROM: Brett Fulgoni, Director of Public Works
DATE: February 17, 2026
SUBJECT: Adoption of a Resolution Approving the Refurbishment of a 2013 CAT Soil Compactor, Asset No. 6445-13, to FY 2025-26
Description:
The City Council will consider adopting a Resolution approving the early refurbishment of a CAT Soil Compactor (Asset No. 6445-13).
Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
Adopt a Resolution approving an amendment to the Fleet Replacement Schedule to authorize the refurbishment of 2013 Caterpillar CS56B Soil Compactor, Asset No. 6445- 13, in Fiscal Year 2025-26.
BACKGROUND:
The Utilities Department operates Fleet assets at the Santa Maria Regional Landfill to perform the disposal of solid waste. Fleet staff maintain these assets by performing preventive maintenance and repairs.
DISCUSSION:
Fleet Asset No. 6445-13, 2013 Caterpillar CS56B Soil Compactor, has an expected useful life of 10 years. Fleet staff have worked diligently to extend the service life of this equipment; however, recent oil sample analysis indicates the engine is approaching catastrophic failure. The unit is currently scheduled for replacement in F iscal Year (FY) 2026–27, pending budget and Council approval.
Due to the limited remaining lifespan of Fleet Asset No. 6445-13, it has been determined that refurbishing the 2013 Caterpillar CS56B Soil Compactor is more cost -effective than full replacement. This Resolution will authorize the refurbishment to begin in FY 2025-26 rather than FY 2026–27 in an effort to prevent catastrophic engine failure and extend the unit’s operational life.
2 Alternative(s)
An alternative to this recommendation is not to approve the budget amendment. However, doing so would limit the ability to maintain required operational services at the Santa Maria Regional Landfill and in turn hinder the operational needs of Utilities.
Fiscal Considerations
The requested capital project allocation for the Solid Waste Disposal Fund was previously included in the four -year Summary of Capital and Maintenance Projects presented with the Fiscal Year 2022 -24 Budget scheduled for FY 26 -27. Funds have already been collected in the Fleet Replacement Fund for the Fleet Asset No. 6445-13. No new funding is being requested. Total project cost estimated to be $175,000 as opposed to $270,000 for an asset replacement.
Impact on the Community
The community will benefit from the ability to maintain required operational services at the Santa Maria Regional Landfill.
