BACKGROUND:
The General Plan Annual Report is an informational item that documents the City’s progress in implementation of the General Plan during the previous calendar year. The City annually provides the report to the Governor’s Office of Land Use and Climate Innovation (LCI) and the Housing and Community Development (HCD) Department in conformance with State law.
DISCUSSION:
Chapter II of the report provides a summary of actions taken in 202 5 by the Planning Commission, data on 202 5 building permits, discretionary applicat ion volume and processing, and other information related to activities managed by the Community Development Department.
Chapter III presents information requested by HCD specific to the Housing Element , including detailed information on the residential project applications received, residential building permit applications, and the number of units completed and occupied by income affordability categories. During 2025, the City issued 521 building permits for 930 new residential units (five permits for five single-family units, one mobile home, 479 permits for the same number of accessory dwelling units, and 36 permits for the construction of 445 multi-family units). Since the Cycle started in 2023, all permitted residential units are credited to the City’s Sixth-Cycle Regional Housing Needs Allocation (RHNA) by income 2 affordability category. For example, the 479 accessory dwelling units permitted in 2025 are credited towards the low, very-low and acutely-low-income RHNA categories. Table B of the General Plan Annual Report provides a complete summary of the City’s satisfied and remaining RHNA for the Sixth Cycle.
