SUBJECT: Entitlement Extension Request – PD2022-0011 – Betteravia Place 2, Lots 1 & 2 of Betteravia Plaza, Tract 6008. SWC Blosser Road & Carmen Lane
Dear Carol,
The subject Planned Development Permit was originally approved by the City of Santa Maria City Council at the regular meeting held on February 7th, 2023. According to the PDP approval, the entitlement is set to expire three (3) years after the original approval. The approval also provides for the potential of securing two (2) extensions, each for an additional two (2) year period. This PDP is phase 2 of our larger development, which is under PDP (PD2021-0006). Based on the present timing of our development, we are hereby requesting a 2 year extension of the current entitlement to February 7th, 2028.
The reason we are requesting the extension is, per our initial land acquisition strategy at the time of purchase, the leasing market was temperate due to a sluggish and uncertain economy suffering from high inflation and rising interest rates. Thus, we desired to construct the 340-unit apartment community first to gauge the leasing activity and depth of the market and then follow up with the larger 103 townhome units once we had gained traction and established a good leasing velocity with the apartments. We are making great progress with the apartments as we are excited to be grand opening our apartment community in March 2026. This is perfect timing to commence leasing activity and will give us a full leasing season to engage and evaluate the market which will then enable us to divert our attention toward constructing the townhome community.
