TO: Mayor and City Council
FROM: Brett Fulgoni, Director of Public Works
DATE: April 7, 2026
SUBJECT: Adoption of a Resolution Approving the Award of a Construction Agreement with Baja Coast Fence Inc. for the Wastewater Treatment Plant Security Fencing Project, Bid No. 2025-06
Description:
The City Council will consider adopting a Resolution to award a Construction Agreement with Baja Coast Fence Inc. for the Wastewater Treatment Plant Security Fencing Project, Bid No. 2025-06, and authorize additional funding necessary to complete the project.
Environmental Notice: The Project qualifies for a Class 1 Categorical Exemption pursuant to Section 15301 Existing facilities (operation, repair, maintenance, leasing, etc.) of the California Environmental Quality Act State Guidelines.
RECOMMENDATION:
1. Adopt a Resolution approving the award of a Construction Agreement with Baja Coast Fence Inc., for the Wastewater Treatment Plant Security Fencing Project, Bid No. 2025 -06, in the amount of $680,810.60 and approve appropriation of additional funding in the amount of $58,582.04 with the approved Wastewater Enterprise Fund budget (SC7300|CC0260|FD640) for Fiscal Year 2025-26; and
2. Authorize the City Manager, or designee, to execute the agreement and any future amendments or change orders necessary provided such amendments are within the scope of the project and consistent with the adopted project budget
BACKGROUND:
Utilities Staff designed a perimeter fencing and gates project at the City’s Wastewater Treatment Plant at 601 South Black Road. The Wastewater Treatment Plant Security Fencing Project includes clearing the site, removing the existing perimeter fencing, and installing new security fencing and gates around the Wastewater Treatment Plant. The work will replace substandard fencing to improve site security and access, as required by the regulatory requirements at the Wastewater Treatment Plant.
2 DISCUSSION:
The project was advertised through the City’s e-Procurement Portal, PlanetBids. The City received 17 bids, which were opened on February 12, 2026. A summary of the top three bids received as follows:
Bidder Total Bid Amounts
Baja Coast Fence, Inc. $ 680,810.60
Northern United Fence, Inc. $ 681,900.00
DASH Construction Company, Inc. $ 776,080.00
A detailed tabulation of the top three bids received is attached (Attachment B). Signed proposals and bid bond forms are available for viewing in the Public Works Office located at 110 South Pine Street, Suite 221, Santa Maria, CA 93458.
The low bidder, Baja Coast Fence Inc., has successfully completed similar projects throughout Northern and Southern California. Public Works Staff verified references and determined the firm is qualified to perform the work.
Alternative(s)
The City Council may approve the award of the contract to the low bidder as recommended. Alternatively, the City Council may reject the award and direct staff to reissue the bid; however, this ac tion is not recommended as the City’s procurement process was followed, the recommended bidder was responsive, and the bid is below the Engineer’s estimate.
Fiscal Considerations
Total project costs, including contingency funding, are estimated to exceed the authorized budget. Staff recommends increasing the budget appropriation in the Wastewater Enterprise Fund by $58,582.04, including contingency funding, to fully fund the project.
