COUNCIL AGENDA REPORT

TO: Mayor and City Council

FROM: Dennis Smitherman, Interim Director of Recreation and Parks

DATE: April 7, 2026

SUBJECT: Adoption of a Resolution Approving the Purchase of Playground Equipment for the Santa Maria Sports Complex from Landscape Structures, Inc. (RecWest Outdoor Products, Inc. Representative)

Description:

The City Council will consider adopting a Resolution approving the direct purchase of playground equipment from Landscape Structures, Inc. (RecWest Outdoor Products, Inc.

Representative) for the Santa Maria Sports Complex.

RECOMMENDATION:

1. Adopt a Resolution approving the purchase of playground equipment for the Santa Maria Sports Complex from Landscape Structures, Inc., represented by RecWest Outdoor Products, Inc., in the amount of $343,772.50; and

2. Authorize the City Manager, or designee, to execute all necessary documents to complete the purchase.

BACKGROUND:

The Santa Maria Sports Complex project includes the development of a community playground as a key amenity to support youth recreation, family use, and regional tournament activity.

Previously, on November 19, 2024, the City Council approved the overall Sports Complex project, including the playground component as part of the broader construction scope.

A Request for Proposals (RFP) process was conducted for playground design, resulting in the selection and approval of a themed playground design provided by Landscape Structures and RecWest Outdoor Products. The approved design inco rporates inclusive and destination play elements aligned with the project vision.

The design includes:

 A themed play structure featuring a train motif and tower elements  Inclusive play features such as accessible components and a We-Go-Round  Separate play areas for different age groups
 Integrated swings, climbing elements, and interactive panels 2 DISCUSSION:

Staff evaluated procurement options for the playground equipment and determined that a direct purchase from the manufacturer is the most advantageous approach. Procuring the equipment directly from Landscape Structures, Inc., represented by RecWest Outdoor Products, Inc., will result in cost savings to the City by avoiding contractor markups and associated fees, provide greater control over scheduling and fabrication timelines, and ensure consistency with the previously approved design and specifications.

Following approval of the overall project, staff evaluated procurement options for the playground equipment. Originally, the playground was anticipated to be procured through the general contractor as part of the construction contract.

However, staff determined that purchasing the playground equipment directly from the manufacturer would:

 Result in cost savings to the City by avoiding contractor markups and associated fees;
 Provide greater control over scheduling and fabrication timelines; and  Maintain consistency with the previously approved design and specifications.

Landscape Structures is a nationally recognized manufacturer of playground equipment, and RecWest Outdoor Products, Inc. is the authorized regional representative.

The proposed purchase is consistent with the approved playground design and specifications included in the project approvals packet.

Alternative(s)
The City Council could decide to r equest additional information , modifications, or deny the purchase.

Fiscal Considerations
The total cost for the playground equipment purchase is $343,772.50, which is within the approved project budget for the Santa Maria Sports Complex.

Funding Source(s): Proposition 68 Grant Funds

This procurement method is expected to result in net savings compared to contractor - provided procurement.

The proposed playground at the Santa Maria Sports Complex will provide a high-quality, inclusive recreational amenity for residents and visitors of all ages and abilities. The project enhances opportunities for outdoor play, physical activity, and social interaction, supporting the health and well-being of the community. As a destination feature within the Sports Complex, the playground will also improve the overall visitor experience for 3 families attending tournaments and events, contributing to increased use of the facility and supporting local economic activity.

Impact on the Community
The proposed playground at the Santa Maria Sports Complex will provide a high-quality, inclusive recreational amenity that directly benefits local residents by expanding access to safe, engaging, and developmenta lly appropriate play opportunities for children of all ages and abilities. The project supports community health and well-being by encouraging outdoor activity, social interaction, and family engagement in a welcoming public space.

As a secondary benefit, the playground will enhance the overall appeal of the Sports Complex as a destination for visitors attending tournaments and events, further supporting community vibrancy and local economic activity.
