BACKGROUND:
Under the direction of the City of Santa Maria Recreation and Parks Department, an RFP was issued for professional services for the design of the Santa Maria Sports Park. This contract was awarded on July 5, 2022, and signed by Director Alex Posada and Chief Deputy Clerk Rhonda White as well as the Risk Manager and City Attorney. As of March 1, 2026 , the contract is entering its tenth (10 th) amendment in order to complete the project.
DISCUSSION:
As Wallace Group wraps up completion on the bulk of their scope, the Recreation and Parks Department is formally reconciling the total scope, total budget, and remaining items tied to this contract towards contract closeout. The scope includes conceptual design of the site, 30%-90% design documents for grant proposal requests, 100% construction and bid documents, architectural and engineering services during construction, and design of an onsite well for irrigation use by the department.
The design package presented to potential outside funding sources resulted in the award of Proposition 68 grant funding, Santa Barbara County Grant funding, and State of California Grant funding, as well as several other sources. Funds for the project have been approved through the Parks Operations budget discretionary spending or as identified at the November 19, 2024, and October 1, 2025, City Council meeting for the award of the 2 construction of the City of Santa Maria Sports Complex and associa ted project management, well design, and change orders. The department is bringing this Council Agenda Report and Resolution forward to formalize the funding and contract scope/amendments tied to the project for a complete record upon project closeout.
