A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MARIA, CALIFORNIA
APPROVING THE SUBMITTAL OF AN APPLICATION FOR
THE SANTA MARIA REGIONAL TRANSITS LOW CARBON TRANSPORTATION
OPERATIONS PROGRAM GRANT WITH THE SANTA BARBARA COUNTY
ASSOCIATION OF GOVERNMENTS FOR FISCAL YEAR 2025–26, TO FUND TRANSIT SERVICE FOR ROUTES 40 AND 41, AND TO EXECUTE ALL REQUIRED
CERTIFICATIONS, ASSURANCES, AND AUTHORIZED AGENT FORMS
WHEREAS, the City of Santa Maria is an eligible project sponsor and may receive state funding from the Low Carbon Transit Operations Program (LCTOP) for transit projects; and
WHEREAS, the statutes related to state-funded transit projects require a local or regional implementing agency to abide by various regulations; and
WHEREAS, Senate Bill 862 (2014) named the California Department of Transportation as the administrative agency for the LCTOP; and
WHEREAS, the City of Santa Maria wishes to implement the LCTOP project(s) listed above to support transit service to the City of Guadalupe, a recognized Disadvantaged Community; and
WHEREAS, the City of Santa Maria wishes to delegate authorization to execute these documents and any amendments thereto to the City Manager, or designee.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Santa Maria, California, as follows:
SECTION 1. The City Manager, or designee, be authorized to execute all required documents of the LCTOP program and any amendments thereto with the California Department of Transportation; and
SECTION 2 . The fund recipient agrees to comply with all conditions and requirements set forth in the Certification and Assurances and the Authorized Agent documents and applicable statutes, regulations, and guidelines for all LCTOP funded transit projects; and

SECTION 3. the City of Santa Maria that it hereby authorizes the submittal of the following project nomination(s) and allocation request(s) to the Department for FY 2025- 26 LCTOP funds:
1. Project Name: SMRT Routes 40 and 41 Guadalupe Service (Round 2 of 3).
2. Amount: Authorizes the submittal of the project nomination and allocation request to the Department in FY 2025-26 LCTOP funds for the amount of $342,718.
3. Appropriation: The Director of Finance or designee is hereby authorized to appropriate LCTOP funds and identify expenditure accounts within the current budget.
4. Administrative Adjustments: The City Manager, or designee, is hereby authorized to make administrative changes herein to address clerical errors, so long as substantial conformance of the intent of this document is maintained.
SECTION 4. The Chief Deputy City Clerk is hereby authorized to make m inor changes herein to address clerical errors, so long as substantial conformance of the intent of this document is maintained. In doing so, the Chief Deputy City Clerk shall consult with the City Manager and City Attorney concerning any changes deemed necessary.
