Good evening, Mayor and Members of the Council. My name is Lynda Paxton, and I am a founding partner of Phenix Resources LLC.

Tonight, you are scheduled to vote on Item 11.f.1, which outlines a multi-year increase in our city's solid waste collection rates to manage rising infrastructure and landfill space liabilities. I am standing here before you to state that Phenix Resources can provide a cost-effective way to avoid or dramatically offset these increases by demonstrating a true Circular Economy—one that treats municipal solid waste not as a burying liability, but as a high-value asset. "Our proprietary technology operates directly within a solid waste processing framework. The process uses zero chemical additives and zero external binders.

Instead, it takes incoming raw waste and, through high-speed mechanical kinetic energy, simultaneously shreds the stream into homogenous, inch-minus particles while generating intense natural friction. This heat instantly dries the material and reduces bacteria to an inert level, leaving a clean, sterilized amalgam that serves as the raw foundation for manufacturing heavy structural products like composite railroad ties." The Product manufacturing element does require a binder, however no Natural Resources is required or used. "We are looking to establish a launch footprint right here in Santa Maria. Because this involves a Public-Private Partnership and space utilization on city land.

Instead, we respectfully request that this Council direct the City Manager and the Director of Utilities to accept our formal proposal packet, evaluate our technical criteria, and open a dialogue on how we can save our landfill space and protect our taxpayers. Thank you.
