COUNCIL AGENDA REPORT

TO: Mayor and City Council

FROM: Brett Fulgoni, Director of Public Works

DATE: June 16, 2026

SUBJECT: Adoption of a Resolution Authorizing a Grant of Easement to Pacific Gas & Electric Company for Utility Infrastructure Associated with the ForeFront Solar Project

Description:

The City Council will consider adopting a Resolution granting Pacific Gas & Electric Company (PG&E) an easement on City -owned property to support utility infrastructure improvements associated with the ForeFront solar project.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3), no environmental review is required.

RECOMMENDATION:

1. Adopt a Resolution authorizing an Easement Deed to Pacific Gas & Electric Company for a portion of City -owned property identified as APN 123 -280-026 for utility infrastructure improvements associated with the ForeFront solar project; and

2. Authorize the City Manager, or designee, to execute the Easement Deed and any related documents necessary; and

3. Direct City Clerk’s Office to send to County for recordation.

BACKGROUND:

The City is coordinating with ForeFront Power and Pacific Gas & Electric Company (PG&E) on the development and installation of a solar energy system intended to support City operations and advance renewable energy and sustainability goals. As part of the project, PG&E is required to install utility infrastructure necessary to provide electrical service and interconnection improvements associated with the solar installation.

PG&E has requested that the City grant a utility easement on a portion of City -owned property identified as APN 123 -280-026. The easement will allow PG&E to install, operate, inspect, maintain, repair, replace, and remove underground and aboveground utility facilities and associated equipment necessary to support the project.

2 DISCUSSION:

The requested easement will provide PG&E with the legal authority necessary to construct and maintain utility infrastructure associat ed with the ForeFront solar project.

The easement consists of a 10 -foot-wide corridor centered on the utility facilities as installed and includes rights of ingress and egress for PG&E personnel and equipment.

The easement will allow PG&E to install and maintain facilities used for the distribution of electric energy, conveyance of gas, communications, and other public utility purposes.

These improvements are necessary to support the electrical service upgrades and infrastructure required for the solar project and future utility operations.

In addition, the easement grants PG&E the ability to perform vegetation management activities within and adjacent to the easement area as necessary to maintain safe operation of utility facilities and comply with applicable state and federal regulations. The City will retain ownership of the underlying property; however, certain restrictions will apply within the easement area to prevent construction or activities that could interfere with PG&E facilities.

Granting the easement is necessary to facilitate the completion, operation, and long-term maintenance of utility infrastructure associated with the ForeFront solar project.

Alternative(s)
City Council may choose to deny the request to grant the easement. However , this alternative is not recommended, as denial may prevent PG&E from completing the utility infrastructure improvements necessary to support the ForeFront solar project and provide reliable utility service to the site.

Fiscal Considerations
The proposed easement will result in no direct fiscal impact to the City. Utility infrastructure improvements associated with the project are being coordinated through PG&E and the ForeFront solar project agreements. Granting the easement will not create any additional operational or maintenance costs for the City.

Impact on the Community
The proposed easement supports the City’s renewable energy and sustainability objectives by facilitating utility infrastructure improvements necessary for the ForeFront solar project. The easement affects a limited portion of City -owned property and is not anticipated to impact public access, City services, or surrounding properties.
