A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MARIA, CALIFORNIA,
APPROVING AMENDMENT NO. 1 TO THE PROFESSIONAL
SERVICES AGREEMENT WITH SZS ENGINEERING ACCESS,
INC. FOR THE AMERICANS WITH DISABILITIES ACT SELF-
EVALUATION AND TRANSITION PLAN UPDATE, INCREASING
THE TOTAL NOT-TO-EXCEED AMOUNT BY $90,335 FOR A
REVISED TOTAL OF $690,070
WHEREAS, on October 21, 2025, the City Council of the City of Santa Maria awarded a Professional Services Agreement to SZS Engineering Access, I nc. in the amount of $599,735 for preparation of the City’s Americans with Disabilities Act (ADA) Self-Evaluation and Transition Plan Update; and
WHEREAS, during the course of the project, staff identified the need for additional ADA accessibility assessm ents and reporting for the Wastewater Treatment Plant and the Enos House/Japanese Community Center, which were not included in the original scope of work; and
WHEREAS, staff also determined that a more comprehensive assessment of public rights-of-way, including sidewalks, curb ramps, crosswalks, and pedestrian signals, is necessary to support development of the ADA Transition Plan and provide a more complete inventory of accessibility barriers throughout the City; and
WHEREAS, the City desires to expand t he scope of services to include these additional assessments and related reporting services; and
WHEREAS, both parties wish to amend the Professional Services Agreement to increase the total not-to-exceed amount by $90,335, resulting in a new total not-to-exceed amount of $690,070, with all other terms and conditions of the Agreement remaining unchanged.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Santa Maria, California, as follows:
SECTION 1. Amendment No. 1 to the Professional Services Agreement with SZS Engineering Access, Inc. for the Americans with Disabilities Act Self -Evaluation and Transition Plan Update, increasing the total not -to-exceed amount by $90,335 for a revised total not-to-exceed amount of $690,070, is hereby approved; and
SECTION 2. The City Manager, or designee, is authorized to execute Amendment No. 1 on behalf of the City; and

SECTION 3. The Chief Deputy City Clerk is hereby authorized to make m inor changes herein to address clerical errors, so long as substantial conformance of the intent of this document is maintained. In doing so, the Chief Deputy City Clerk shall consult with the City Manager and City Attorney concerning any changes deemed necessary.
