A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MARIA, CALIFORNIA
AWARDING A PROFESSIONAL SERVICES AGREEMENT
TO CURTIS-ROSENTHAL, INC. FOR ON-CALL
RIGHT-OF-WAY APPRAISAL SERVICES WITH AN AGGREGATE N
OT-TO-EXCEED FEE OF $1,000,000 PER FISCAL YEAR
(JULY 1 THROUGH JUNE 30), AND A TOTAL AGGREGATE
NOT-TO-EXCEED AMOUNT OF $2,000,000 FOR THE FULL
TERM OF THE AGREEMENT
WHEREAS, the Department of Public Works requires Right of Way Appraisal Services to su pport the acquisition of property rights necessary for various capital improvement projects and other public works-related efforts within the City; and
WHEREAS, such services include appraising properties, preparing appraisal reports, negotiating with property owners, preparing acquisition documents, assisting with escrow and title work, and providing project management, tracking, and clerical support; and
WHEREAS, on May 26, 2026, the City issued a Request for Proposals for On-Call Right of Way Appraisal Services via the City' s e-Procurement Portal, PlanetBids, with proposals due on June 10, 2026; and
WHEREAS, following a Request for Proposals process, Curtis-Rosenthal, Inc. was determined to be responsive and the most qualified firm to provide the required Right of Way Appraisal Services.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Santa Maria, California, as follows:
SECTION 1. Authorize City Manager or designee to execute, on behalf of the City, a Professional Services Agreement with Curtis-Rosenthal, Inc., for an aggregate not-to- exceed fee of $1,000,000 per fiscal year (July 1 through June 30), and a total aggregate not-to-exceed amount of $2,000,000 for the full term of the Agreement for On-Call Right- of -Way Appraisal Services; and
SECTION 2. The Chief Deputy City Clerk is hereby authorized to make m inor changes herein to address clerical errors, so long as substantial conformance of the intent of this document is maintained. In doing so, the Chief Deputy City Clerk shall consult with the City Manager and City Attorney concerning any changes deemed necessary.
