Description:

The City Council will consider adopting a Resolution approving Amendment No. 1 to the Professional Services Agreement with SZS Engineering Access, Inc. for the Americans with Disabilities Act (ADA) Self -Evaluation and Transition Plan Update, increasing the total not -to-exceed amount by $90,335 to provide additional ADA accessibility assessments of City-owned facilities and public rights-of-way.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3), no environmental review is required.

RECOMMENDATION:

1. Adopt a Resolution approving Amendment No. 1 to the Professional Services Agreement with SZS Engineering Access, Inc. for the Americans with Disabilities Act Self-Evaluation and Transition Plan Update, increasing the total not-to-exceed amount by $90,335 for a revised total of $690,070; and

2. Authorize the City Manager , or designee , to execute Amendment No. 1 to agreement.

BACKGROUND:

On October 21, 2025, the City Council awarded a Professional Services Agreement to SZS Engineering Access, Inc. in the amo unt of $599,735 for preparation of the City’s Americans with Disabilities Act Self-Evaluation and Transition Plan Update.

The project includes assessments of City-owned facilities, parks, sidewalks, public rights- of-way, City policies and programs, commun ity engagement, and preparation of an updated ADA Transition Plan. The ADA Transition Plan serves as the City’s roadmap for identifying and removing accessibility barriers and ensuring compliance with the Americans with Disabilities Act and California accessibility requirements.

2 DISCUSSION:

During the course of the project, staff identified additional assessment needs that were not included in the original scope of work. These added services include ADA accessibility assessments and reporting for two additional City -owned facilities: the Wastewater Treatment Plant and the Enos House/Japanese Community Center. These facilities were identified after development of the original scope and are important components of the City’s overall accessibility inventory.

In addition, staff determined that a more comprehensive evaluation of public rights-of-way is necessary to support development of the ADA Transition Plan. The expanded scope includes field surveys of sidewalks, curb ramps, crosswalks, and pedestrian signals, along with documentation of deficiencies, location dat a, photographs, condition ratings, and GIS-compatible reporting. Expanding the public rights-of-way inventory will provide a more complete assessment of accessibility barriers throughout the City and improve the accuracy of future ADA-related capital improvement planning and project prioritization.

Amendment No. 1 increases the agreement by $90,335, consisting of $7,815 for additional facility assessments and $82,520 for expanded public rights -of-way assessments. The revised agreement amount will be $690,070. No other changes to the scope, terms, or conditions of the agreement are proposed.

Approval of this amendment will ensure that the ADA Self-Evaluation and Transition Plan includes a more comprehensive assessment of City facilities and pedestrian infrastructure, providing a stronger foundation for future accessibility improvements, regulatory compliance, and long-term capital planning.

Alternative(s)
The City Council may choose not to approve the amendment. However, this would limit the City’s ability to evaluate all identified facilities and public rights -of-way infrastructure, potentially resulting in an incomplete assessment of accessibility barriers and reducing the effectiveness of the ADA Transition Plan.

Fiscal Considerations
Amendment No. 1 will increase the Professional Services Agreement by $90,335, resulting in a revised total agreement amount of $690,070. Funding for the amendment is available through Measure A funds all ocated for the Americans with Disabilities Act Self-Evaluation and Transition Plan Update. No additional appropriation is required as sufficient funds are available within the approved project budget.

3 Impact on the Community
The additional assessments will provide a more comprehensive evaluation of accessibility barriers throughout City facilities and pedestrian infrastructure. This work will help the City prioritize future improvements, enhance accessibility for residents and visitors with disabilities, and support compliance with federal and state accessibility requirements.
