BACKGROUND:
Right of Way Appraisal Services are necessary for the acquisition of property rights to support City capital improvement projects and other public works-related efforts. Services include appraising properties, preparing appraisal reports, negotia ting with property owners, preparing acquisition documents, assisting with escrow and title work, and providing project management, tracking, and clerical support. 2 DISCUSSION:
On May 26, 2026, a Request for Proposal (RFP) was issued and advertised throug h the City’s e-Procurement Portal, PlanetBids. A total of three proposals were received on June 10, 2026.
Selection of the best-qualified firms was made in accordance with the City’s Purchasing Guidelines. A selection committee, consisting of Engineering Division staff, independently evaluated and ranked the proposals. After deliberations, the top ranked firms chosen are as follows:
Firm and Location
Bender Rosenthal, Inc., Sacramento, CA
Curtis-Rosenthal, Inc., Los Angeles, CA
Hamner, Jewell & Associates, San Luis Obispo, CA
The proposed Professional Services Agreements will be managed by the Engineering Division. On -Call Right -of-Way Appraisal Services may also be used by other Departments for applicable funded projects.
Alternative(s)
City Council may choose not to award the Professional Services Agreements and instead direct staff to issue RFPs on a project-by-project basis.
Fiscal Considerations
There are no significant additional fiscal impacts anticipated. Funding for services will be identified in the budgets of the respective projects at the time of task order issuance. No costs will be incurred unless services are used.
Impact on the Community
These agreements will enable the City to efficiently acquire property rights necessary for capital and public works projects, minimizing project delays and ensuring timely completion of improvements that benefit the community.
