2. Authorize the City Manager, or designee, to execute Amendment No. 2 and any other related documents necessary to implement the agreement.

BACKGROUND:

In July 2025, the City of Santa Maria entered into a professional services agreement with JD Humann Landscaping, Inc. (see Attachment B) for the provision of landscape services to various areas within the city. The scope of the agreement includes the prov ision of routine ongoing landscape services (including landscape and irrigation maintenance), and extra services to include unplanned or unanticipated landscape projects that are identified throughout the year. The agreement is for a 3-year term with an option to extend two, one-year terms. The City is currently beginning the second year of the initial 3-year term.

2 The purpose of the landscape services agreement is to ensure the efficient, routine, and standardized upkeep of public spaces. The service areas include streetside landscaping, medians, roundabouts, and other areas within specific zones or districts.

During Fiscal Year (FY) 2025-26, City staff approved projects that qualified under the Extra Services area of the agreement. The contracto r completed these projects under the direction and supervision of City staff. In May 2026 Council approved a contract amount increase of up to $590,000 to cover ongoing expenses related to Extra Services.

A recent Director’s audit revealed that the full amount of approved work was more than the May 2026 City Council contract amount approval. Approval of this item will allow the City to pay past due invoices for work already performed.

Under the Landscape Maintenance Districts policy, the City has an obl igation to provide landscape maintenance services to the City’s districts and special benefit zones. To ensure the City meets this obligation, staff recommends continuing to implement the landscape services agreement with JD Humann Landscaping, Inc. for FY 2026-27. The contract amount requested includes all areas under contract and the addition of 3 new assessed areas to be implemented upon City Council approval. The contract amount approved in July 2025 was $1,083,148 and the recommendation is to increa se the amount to $1,169,148 for FY 2026-2027 to provide landscape maintenance services to the following Districts:
a. Northwest
b. Northeast
c. Southwest
d. The following portions of South Miller / South College District i. Enos Ranch Residential Special Benefits Zone
ii. Enos Ranch Commercial Benefits Zone

DISCUSSION:

The Recreation and Parks Department’s goal is to close FY 2025-26 operations and commence FY 2026-27. To do so, staff provide the following recommendations:

As part of closing the 2025 -26 budget cycle, the Recreation and Parks Director has performed an audit, which included the review of past due and remaining invoices. The audit discovered a remaining past due amount of $195,341 for FY 2025-26. The recommendation is to increase the contract amount to $785,268 to cover the outstanding expenses and cover FY 2026-2027 invoices. The Extra services up -to contract amount will be $785,268 for FY 2025-2026 and FY 2026-2027. There is no impact to the General Fund.

To continue with contracted landscape maintenance services, staff recommend s approving a FY 2026-27 contract amount limit of $1,16 9,148 to provide landscape services to various areas, including Northwest, Northeast, Southwest, and portions of the Southeast Districts. This recommended contract amount includes services that are detailed in the scope of services found in the aforementioned agreement between the City and JD Humann Landscaping, Inc. (see Attachment C). 3 Alternative(s)
The City Council may choose to approve, not to approve, or modify the recommendations and may direct staff to return with additional information. Not approving is not recommended and would present the following alternatives:

1. Not approving Recommendation 1 would delay payment to the contractor of verified past-due invoices for services already performed during FY 2025-26; the City would also be unable to pay for unanticipated repairs or improvements to landscape districts, zones, and other areas.

2. Not approving Recommendation 2 re sults in the City’s inability to perform landscape services to the areas in question and maintain landscaped areas in a safe and aesthetically pleasing condition.

Fiscal Considerations
Approval of this item will:
 Authorize a contract amount increase of $195,268 for verified past due landscape maintenance services;
 Authorize a contract amount of $1,169,148 for FY 2026-27;

Funding for these requests will be paid through the applicable Landscape Maintenance Districts and Spec ial Benefit Zones. There is no General Fund impact associated with these actions.

Impact on the Community
Approval of this item will allow the City to satisfy its financial obligations for landscape maintenance services already performed while ensuring continued maintenance of parks, medians, streetscapes, and other landscaped public areas throughout FY 2026-27.

These services contribute to the safety, appearance, and usability of public spaces maintained through the City's Landscape Maintenance Districts and Special Benefit Zones.
