Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

1. Adopt a Resolution approving the award of a Professional Services Agreement to Southern Tire Mart, LLC to perform tire -related services for City vehicles and equipment in an amount not to exceed $375,000 over a three-year term; and

2. Adopt a Resolution approving the award of a Professional Services Agreement to Santa Maria Tire to perform tire -related services for City vehicles and equipment in an amount not to exceed $375,000 over a three-year term; and

3. Authorizing the City Manager, or designee, to execute the agreement.

BACKGROUND:

The City of Santa Maria’s fleet operations require ongoing tire-related services to support the safe and reliable operation of City vehicles and equipment. The majority of these services are associated with the Solid Waste Collection Division’s heavy -duty refuse collection fleet, which operates under demanding conditions and requires timely tire replacement and repair services to maintain operational reliability. The agreement also allows for tire-related services to be utilized by other City fleet operations on an as-needed basis.

A Request for Proposals (RFP) was issued on March 12, 2026, with proposals due on April 17, 2026. The scope of work included the provision of tire sales and associated maintenance services for City fleet vehicles and equipment on an as -needed basis.

Services include tire purchasing, installation, balancing, repair, roadside assistance, and disposal. Two qualified firms responded to the RFP.

2 DISCUSSION:

The selected vendor will provide tire-related services for City fleet vehicles and equipment on an as -needed basis. Services include the purchase, installation, balancing, rotation, repair, roadside assistance, and disposal of tires. While the agreements are available for use by all City departments, the majority of the services ar e anticipated to support the Solid Waste Collection Division’s refuse collection fleet due to the high mileage and demanding operating conditions of those vehicles.

Selection of the vendor with the most cost -effective proposal was made in accordance with the City’s Purchasing Guidelines. A selection committee consisting of Fleet Division staff independently evaluated and ranked the proposals based on qualifications, experience, pricing, service capabilities, responsiveness, and ability to meet the City’s operational needs. After evaluation and deliberation, both contractors were determined to have submitted a cost-effective proposal to provide the required tire-related services.

Alternative(s)
The City Council may approve the award of the agreements as rec ommended.

Alternatively, the City Council may reject all proposals and direct staff to reissue the RFP.

The City Council may also reject all proposals and direct staff to withdraw the RFP and continue operations without any agreement.

Fiscal Considerations
Funding for tire-related services is included within the approved Fleet operating budget.

The agreements will be awarded a not -to-exceed amount of $375,000 per contractor ($750,000 total), over the three -year term. Expenditures under the agr eements will be made on an as-needed basis in accordance with available budget appropriations.

Impact on the Community
Approval of the agreements will help ensure the continued safe and reliable operation of the City’s fleet vehicles and equipment, particularly the Solid Waste Collection Division’s refuse collection fleet, which provides essential solid waste collection services to the community.
