COUNCIL AGENDA REPORT

TO: Mayor and City Council

FROM: Brett Fulgoni, Director of Public Works

DATE: August 4, 2026

SUBJECT: Adoption of Resolution Approving a Proposed Establishment of Limited Time Parking Zones on Industrial Parkway

Description:

The City Council will consider adopting a Resolution establishing a limited time parking zone on Industrial Parkway.

Environmental Notice: The activity is not a "Project" as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

Adopt a Resolution establishing a limited time parking zone on Industrial Parkway.

BACKGROUND:

A request was received from businesses on Industrial Parkway who are experiencing ongoing unauthorized overnight camping along the street, including RVs, travel trailers, automobiles, and tents. This request stems from public safety concerns associated wit h vehicles parking for an extended period of time. The proposed measure entails an overnight parking restriction, aimed at prompting vehicle owners to seek alternative overnight parking arrangements.

DISCUSSION:

Per City Council Resolution No. 2061 and C AM 63-15, a Traffic Committee was formed to "be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right-of-way." The Traffic Committee has reviewed the request for the limited time parking zone and recommends the establishment of the limited time parking zone to address safety concerns for the adjacent businesses. The City Council has the authority to locate, establish, or eliminate limited time parking zones within the City.

The limited time parking zone recommended to be established is described as follows:
 Industrial Parkway, 7 days a week, from 12:00 AM to 4:00 AM, along the westerly curb face, beginning at the curb return of the driveway located approximately 500 feet north of the northerly curb ramp at the intersection of Skyway Drive and 2 Industrial Parkway, and continuing approximately 4,000 feet northerly to the point where Industrial Parkway transitions into Fairway Drive.

Alternative(s)
The City Council may choose not to establish the limited time parking zone and continue to permit parking under the existing regulations.

Fiscal Considerations
Establishing the l imited time parking zone will require labor and materials to i nstall the required signs. Staff estimates installation will cost approximately $ 4,500. Future maintenance costs associated with sign replacement due to fading, vandalism, or vehicle collisions will be accommodated within the Public Works Department operating budget.

Impact on the Community
Approximately 200 parking spaces will be limited during overnight hours. This parking restriction may cause any illegal camping and large vehicle parking to occur in another area of the City.
