COUNCIL AGENDA REPORT
TO: Mayor and City Council
FROM: Brett Fulgoni, Director of Public Works
DATE: August 4, 2026
SUBJECT: Adoption of Resolution Establishing a No Stopping Zone on Hanson Way
Description:
The City Council will consider approving the establishment of a No Stopping Zone along the frontage adjacent to 732 Hanson Way.
Environmental Notice: The activity is not a "Project" as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
Adopt a Resolution establishing a no stopping zone along the street frontage adjacent to 732 Hanson Way.
BACKGROUND:
A request was received to evaluate the establishment of a no stopping zone a long the street frontage adjacent to the property at 732 Hanson Way. The requestor reported that several recreational vehicles (RVs) have been parked along the frontage, creating visibility and safety concerns for vehicles exiting the commercial property. Although the location is currently subject to No Overnight Parking restrictions, the request seeks to establish a no stopping zone to prohibit parking at all times along the entire frontage.
DISCUSSION:
Per City Council Resolution No. 2061 and CAM 63 -15, a Traffic Committee was formed to "be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right-of-way." The Traffic Committee has rev iewed the request for a no stopping zone and recommends its establishment. The City Council has the authority to locate, establish, or eliminate no stopping zones within the City.
The no stopping zone recommended to be established is described as follows:
Hanson Way, along the curb face adjacent to the property at 732 Hanson Way, beginning approximately 680 linear feet south of the southeast curb ramp at the intersection of Hanson Way and White Court, and extending approximately 1,970 linear feet southerly.
2 Alternative(s)
The City Council may choose not to establish the no stopping zone and continue to permit parking under the existing regulations.
Fiscal Considerations
Establishing the no stopping zone will require labor and materials to install the red c urb.
Staff estimates installation will cost approximately $ 2,400. Future maintenance costs associated with paint replacement due to fading, vandalism, or vehicle collisions will be accommodated within the Public Works Department operating budget.
Impact on the Community
Approximately 99 on-street parking spaces will be removed through the establishment of a No Stopping Zone along the frontage of 732 Hanson Way. The proposed restriction is intended to improve visibility and enhance safety for vehicles ente ring and exiting the adjacent commercial property, while discouraging long -term parking of recreational vehicles and other vehicles along the frontage.
