COUNCIL AGENDA REPORT
TO: Mayor and City Council
FROM: Brett Fulgoni, Director of Public Works
DATE: August 4, 2026
SUBJECT: Adoption of Resolution Establishing a No Stopping Zone in Hidden Pines Neighborhood
Description:
The City Council will consider adopting a Resolution approving the establishment of a no stopping zone at landscape island intersections in the Hidden Pines Neighborhood.
Environmental Notice: The activity is not a "Project" as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
Adopt a Resolution establishing a no stopping zone in Hidden Pines neighborhood.
BACKGROUND:
A request was received to establish a no stopping zone at multiple intersections within the Hidden Pines neighborhood. The affected intersections include landscaped median islands within the roadway where on -street parking adjacent to the intersections has progressively reduced the available turning radius. As a result, both passenger vehicles and, more significantly, emergency response apparatus have difficulty making turns at these intersections. The proposed red curb improvements would p rohibit parking within 40 feet of the intersections, improving vehicle maneuverability, emergency access, and overall traffic safety.
DISCUSSION:
Per City Council Resolution No. 2061 and CAM 63 -15, a Traffic Committee was formed to "be responsible for th e review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right-of-way." The Traffic Committee has reviewed the request for a no stopping zone and recommends i ts establishment. The City Council has the authority to locate, establish, or eliminate no stopping zones within the City.
The proposed no stopping zones are intended to improve intersection sight distance, enhance pedestrian visibility, and provide adequ ate turning space for vehicles by 2 prohibiting parking within 40 feet of the intersections. The recommended locations are described as follows:
Install approximately 40 feet of red curb ("No Stopping Anytime") on each side of the following intersections:
Hidden Pines Way at Divide Way
Hidden Pines Way at Baldwin Way
Hidden Pines Way at Schuman Place
Hidden Pines Way at Cesar E. Chavez Drive (North and South legs) Hidden Pines Way at Bentley Way (North and South legs) Hidden Pines Way at Juleston Drive (North and South legs) Hidden Pines Way at Teelynn Avenue (North and South legs) Atlantic Place at Bicknell Avenue
Atlantic Place at Divide Way
Atlantic Place at Baldwin Way
Atlantic Place at Schuman Place
Atlantic Place at Cesar E. Chavez Drive
Atlantic Place at Bentley Way
Atlantic Place at Juleston Drive
Atlantic Place at Teelynn Avenue
Atlantic Place at Darbeton Avenue
Canal Street at Signal Avenue
Canal Street at Mogul Avenue
Canal Street at Diesel Avenue
Canal Street at Pullman Avenue
Canal Street at Alco Drive
Canal Street at Shay Avenue
Canal Street at Riverton Drive
Canal Street at Easy Street
Alternative(s)
The City Council may choose not to establish the no stopping zone and continue to permit parking under the existing regulations.
Fiscal Considerations
Establishing the no stopping zone will require labor and materials to install the red curb.
Staff estimates installation will cost approximately $3 ,000. Future maintenance costs associated with paint replacement due to fading, van dalism, or vehicle collisions will be accommodated within the Public Works Department operating budget.
