COUNCIL AGENDA REPORT

TO: Mayor and City Council

FROM: Brett Fulgoni, Director of Public Works

DATE: August 4, 2026

SUBJECT: Adoption of Resolution Establishing a No Stopping Zone on North Benwiley Avenue

Description:

The City Council will consider approving the establishment of a no stopping zone on North Benwiley Avenue, Santa Maria, California.

Environmental Notice: The activity is not a "Project" as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

Adopt a Resolution to establish a no stopping zone on North Benwiley Avenue.

BACKGROUND:

A request was received to establish a no stopping zone through red curb installation. The proposed improvement would formalize the existing red curb at the location and enhance sight distance and safety for trucks and vehicles exiting the adjacent commercial properties.

DISCUSSION:

Per City Council Resolution No. 2061 and CAM 63 -15, a Traffic Committee was formed to "be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right-of-way." The Traffic Committee has reviewed the request for a no stopping zone and recommends its establishment. The City Council has the authority to locate, establish, or eliminate no stopping zones within the City.

The no stopping zone recommended to be established is described as follows:
 North Benwiley Avenue, along the northerly curb face adjacent to 232 North Benwiley Avenue, beginning approximately 505 linear feet south of the southwest curb return at the intersection of Fesler Street and North Benwiley Ave nue, extending approximately 25 linear feet southerly along the property's frontage.

2 Alternative(s)
The City Council may choose not to establish the no stopping zone and continue to permit parking under the existing regulations.

Fiscal Considerations
Establishing the no stopping zone will require labor and materials to install the red curb.

Staff estimates installation will cost approximately $ 300. Future maintenance costs associated with paint replacement due to fading, vandalism, or vehicle collision s will be accommodated within the Public Works Department operating budget.

Impact on the Community
Approximately one on-street parking space will be removed to improve sight distance and safety at the 232 North Benwiley Avenue driveway apron.
