COUNCIL AGENDA REPORT

TO: Mayor and City Council

FROM: Brett Fulgoni, Director of Public Works

DATE: August 4, 2026

SUBJECT: Adoption of Resolution Establishing Approving a No Stopping Zone on Santa Maria Way

Description:

The City Council will consider adopting a Resolution approving the establishment of a No Stopping Zone on Santa Maria Way to support the Santa Maria Regional Transit Route 5 bus stop relocation.

Environmental Notice: The activity is not a "Project" as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

Adopt a Resolution establishing a no stopping zone on Santa Maria Way.

BACKGROUND:

A request was received to establish a no stopping zone in conjunction with a planned Route 5 bus stop relocation effective July 1, 2026. Santa Maria Regional Transit (SMRT) added a new inbound stop near the rear entrance to the S tudio Apartments at the intersection of Santa Maria Way and Miller Street. The requested no stopping zone is approximately 60 linear feet and would be established by painting red curb on the existing street frontage.

DISCUSSION:

Per City Council Resolution No. 2061 and CAM 63 -15, a Traffic Committee was formed to "be responsible for the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right-of-way." The Traffic Committee has reviewed the request for a no stopping zone and recommends its establishment. The City Council has the authority to locate, establish, or eliminate no stopping zones within the City.

The no stopping zone recommended to be established is described as follows:
 Santa Maria Way, beginning approximately 105 feet south of the northerly curb return at the property frontage and extending approximately 60 linear feet southerly.

2 Alternative(s)
The City Council may choose not to establish the no stopping zone and continue to permit parking under the existing regulations.

Fiscal Considerations
Establishing the no stopping zone will require labor and materials to install the red curb.

Staff estimates installation will cost approximately $300. Future maintenance costs associated with paint replacement due to fading, vandalism, or vehicle collisions will be accommodated within the Public Works Department operating budget.

Impact on the Community
Approximately three on-street parking spaces will be removed to accommodate the new bus stop. The change is expected to improve visibility, pedestrian safety, and transit operations at the intersection.
