COUNCIL AGENDA REPORT
TO: Mayor and City Council
FROM: Brett Fulgoni, Director of Public Works
DATE: August 4, 2026
SUBJECT: Adoption of Resolution Establishing a No Stopping Zone on South Lincoln Street
Description:
The City Council will consider adopting a Resolution approving the establishment of a no stopping zone on South Lincoln Street.
Environmental Notice: The activity is not a "Project" as defined under Section 15378 of the California Environmental Quality Act State Guidelines; t herefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.
RECOMMENDATION:
Adopt a Resolution establishing a no stopping zone on South Lincoln Street.
BACKGROUND:
A request was received to convert the curb along South Lincoln Street, from 829 South Lincoln Street to the southwest corner of Morrison Avenue, from its current loading and unloading zone designation to a no stopping zone. The requestor reports that the area serves as a critical bus loading location for special education programs, and that parked vehicles routinely obstruct the zone, requiring students to navigate around cars to board buses. This presents ongoing safety concerns and disrupts efficient loading operations.
The requestor further notes that recently constructed apartment developments adjacent to the site are expected to increase parking demand in the corridor over time.
DISCUSSION:
Per City Council Resolution No. 2061 and CAM 63 -15, a Traffic Committee was formed to "be responsible fo r the review, approval or denial, and recommendations to City Council on all matters and requests relating to traffic circulation and safety within the public right-of-way." The Traffic Committee has reviewed the request for a no stopping zone and recommen ds its establishment. The City Council has the authority to locate, establish, or eliminate no stopping zones within the City.
The no stopping zone recommended to be established is described as follows:
Lincoln Street, beginning at the northwest curb retur n of the Lincoln Street and West Morrison Avenue intersection, extending approximately 270 linear feet north.
2 Alternative(s)
The City Council may choose not to establish the no stopping zone and continue to permit parking under the existing regulations.
Fiscal Considerations
Establishing the no stopping zone will require labor and materials to install the red curb.
Staff estimates installation will cost approximately $ 600. Future maintenance costs associated with paint replacement due to fading, vandalism , or vehicle collisions will be accommodated within the Public Works Department operating budget.
Impact on the Community
Approximately 14 on-street parking spaces will be removed to maintain clear access for critical bus loading location for special education programs
