COUNCIL AGENDA REPORT
TO: Mayor and City Council
FROM: Ramon Galo, Recreation and Parks Department Director
DATE: August 4, 2026
SUBJECT: Adoption of a Resolution Approving the Pool Heater Repair Project at the Paul Nelson Aquatic Center
Description:
The City Council will consider the adoption of a Resolution approving the Paul Nelson Aquatic Center Competition Pool Heater Repair Project
RECOMMENDATION:
1. Adopt a Resolution approving the Paul Nelson Aquatic Center pool heater repair project and authorizing the use of previously approved Capital Improvement Project funds in the amount of $146,589.97 for the repair; and
2. Authorize the City Manager, or designee, to execute all documents, purchase orders, agreements, and related administrative actions necessary to complete the project with Knorr Systems International (KSI).
BACKGROUND:
The Paul Nelson Aquatic Center is a critical public recreation facility that supports aquatic programming, swim lessons, public swim opportunities, compe titive swim use, rentals, safety training, and other community services. Continued operation of the competition pool depends on properly functioning pool heating equipment capable of maintaining appropriate water temperatures for programming and public use.
The competition pool heaters require internal heat exchanger replacements and related component repairs to maintain continued operation. Without the necessary repairs, the City may be unable to maintain appropriate pool temperatures, which could result in reduced programming, canceled activities, service disruptions, and potential impacts to public access.
Funding for this work has been previously approved through Capital Improvement Project accounts. Staff is requesting City Council approval to proceed with the heater repair using the approved project funding.
DISCUSSION:
Staff received an estimate from KSI, an Aquafinity company, for the Paul Nelson Aquatic Center Competition Pool internal heat exchanger replacement project. The scope of work includes disassembly of the competition pool heaters; removal of fan assemblies and 2 internal heat exchangers for off-site disposal; installation of new internal heat exchangers and fan assemblies; installation of new sensors, ignitors, gaskets, and pressure relief valves; factory start-ups; and verification of proper operation.
The total estimate for the project is $146,589.97, which includes materials, prevailing wage onsite labor, payment and performance bonds, shipping, and tax.
The use of KSI is supported by sole source and standardization documentation. Lochinvar has confirmed that KSI is its Master Swimming Pool Heater Representative for the State of California and that KSI technicians are factory trained and certified in installation, preventative maintenance, cleaning, and parts replacement for Lochinvar pool heating systems. The City’s sole source justification further states that KSI is the only provider in the area with the required factory training and certification to service Lochinvar pool heating systems.
Because the work involves specialized repair and replacement of components within an existing pool heating system, u se of the manufacturer -certified representative is necessary to ensure the repair is completed properly and in accordance with manufacturer standards.
Approval of the Resolution will authorize staff to proceed with the necessary repair work using previously approved Capital Improvement Project funds and to complete all related purchasing, contracting, and administrative actions consistent with City policies.
Alternative(s)
Alternative 1: Do not approve the repair project.
The City Council could choose not to approve the pool heater repair project at this time.
Delaying the repair could result in reduced aquatic programming, canceled activities, rentals being impacted, and potential temporary closure or limited use of the competition pool.
Alternative 2: Direct staff to seek additional quotes or a different service provider.
The City Council could direct staff to seek additional quotes before proceeding. This alternative is not recommended because the repair involves Lochinvar pool heating equipment that requires specialized manufacturer -certified service. Lochinvar has identified KSI as its Master Swimming Pool Heater Representative for California, and the City’s sole source documentation supports use of KSI for this work.
Recommended alternative: Adopt the Resolution approving the repair and authorizing use of the previously approved CIP funds.
Fiscal Considerations
The project will be funded through previously approved Capital Improvement Project funds. No additional appropriation is requested as part of this action.
3 Project Cost: $146,589.97
Funding Sources:
Account Amount
FD110 CC0821 SC7300 IN9100 $95,512
FD110 CC0821 SC7300 IN9200 $23,980
FD310 CC0845 SC7300 $27,098
Total Available Funding $146,590
The total available funding of $146,590 is sufficient to cover the project estimate of $146,589.97.
Impact on the Community
Approval of the repair will help ensure that the Paul Nelson Aquatic Center competition pool remains available for community use, including aquatic programming, swim lessons, rentals, competitive swim activities, and other public recreation services. Proceeding with the repair will reduce the risk of service interruptions and support continued access to an important community facility.
