COUNCIL AGENDA REPORT

TO: Mayor and City Council

FROM: Ramon Galo, Recreation and Parks Director

DATE: August 4, 2026

SUBJECT: Adoption of a Resolution Approving an Agreement to Kompan California, Inc. for the Santa Maria Senior Center Outdoor Fitness Equipment Project

Description:

The City Council will consider adopting a Resolution approving an agreement with Kompan California, Inc. for the purchase and installation of outdoor fitness equipment and related improvements at the Santa Maria Senior Center.

Environmental Notice: The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

RECOMMENDATION:

1. Adopt a Resolution approving an agreement with Kompan California, Inc. for the purchase and installation of outdoor fitness equipment and related site improvements at the Santa Maria Senior Center in the amount of $335,665.26; and

2. Authorize the City Manager, or designee, to execute the agreement and any related documents necessary to complete the project, subject to the terms of the agreement and available project funding.

BACKGROUND:

The Recreation and Parks Department has funding through the Capital Maintenance Program to install outdoor fitness equipment at the Santa Maria Senior Center, located at 510 East Park Avenue. The project is intended to expand opportunities for older adults and other community members to participate in accessible outdoor exercise and wellness activities.

Staff worked with Kompan California, Inc. to develop a project that includes a variety of outdoor fitness equipment designed to support cardiovascular exercise, strength training, balance, flexibility, and general physical activity.

The proposed purchase would be completed through the Sourcewell cooperative purchasing program. Cooperative purchasing allows the City to use a competitively solicited contract established by another public agency or purchasing organization, while maintaining applicable City contracting, insurance, bonding, prevailing wage, and public works requirements.
2 DISCUSSION:

The proposed agreement with Kompan California, Inc. includes the furnishing, delivery, and installation of outdoor exercise equipment, poured-in-place rubber surfacing, crushed stone subbase, concrete equipment pads, engineered stamped drawings, freight, labor, materials, and associated installation services.

The equipment includes stationary b icycles, an arm bike, cross trainer, recumbent bike, chest press, shoulder press, horizontal row, pull -down station, leg press, lower back bench, suspension trainer, magnetic bells, and core exercise components.

The total agreement amount is $335,665.26, including estimated sales tax. The pricing consists of the following general components:

Project Component Amount
Payment and Performance bond $8,420.35
Fitness equipment $132,321.30
Concrete and sitework $25,615.39
Rubber surfacing and subbase $74,566.80
Installation, engineering, and bonding $53,014.28
Freight $20,252.55
Estimated sales tax $21,474.59
Total $335,665.26

The agreement requires the contractor and its subcontractors to comply with applicable Department of Industrial Relations registration, prevailing wage, bonding, insurance, and public works requirements. Product delivery is estimated at approximately 34 to 36 weeks following placement of the order.

Alternative(s)
The City Council could:

1. Decline to approve the agreement and direct staff not to proceed with the project;

2. Direct staff to revise the project scope and return to the City Council for further consideration; or

3. Direct staff to pursue a separate competitive solicitation, which would delay the project and could result in different pricing.

Fiscal Considerations
Funding for the project was previously approved through the City’s Capital Maintenance Program. Sufficient funding is available within the approved project budget to fund the agreement amount of $335,665.26.

Approval of the recommended action would not require an additional General Fund appropriation.

3 Future operating costs are expected to include routine inspection, cleaning, surface maintenance, and equipment repairs. These costs would be addressed through the Recreation and Parks Department’s existing operating and maintenance resources.

Impact on the Community
Approval of the project would provide residents with a new, accessible outdoor fitness area that encourages physical activity, healthy aging, social interaction, and independent exercise. The improvements would expand the recreational opportunities available at the Santa Maria Senior Center and provide a long-term community wellness benefit.
